This National Guard position is for a PARALEGAL SPECIALIST, Position Description Number D1241000 and is part of the PA Headquarters PaANG, National Guard. 1 or more Position(s) may be hired against this Announcement. QualificationsAPPOINTMENT STATUS: EXCEPTED Non-Bargaining This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard. TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status. INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Military Grades: ENLISTED: E7 The Supervisor for this position is COL Bennett, Vocci Manpower# 1076709 *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: Experience analyzing problems to identify significant factors, gather pertinent data, and recognize solutions, ability to plan and organize work. Ability to communicate effectively orally and in writing SPECIALIZED EXPERIENCE: Application must indicate at least 36 months experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience can be conducting legal research of Federal and state/territory code, regulations, policies, procedures, case law, legal and administrative decisions and opinions, reviewing procedures, timing criteria and documents relative to the administration of justice under the Uniform Code of Military Justice and associated state/territory code and accepting complaint, summons, documents, or inquiries QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. Major DutiesAs a Paralegal Specialist, GS-0950-11, you will provide ancillary legal work to state/territory SJA and other assigned Army National Guard (ARNG) and Air National Guard (ANG) attorneys servicing the state/territory National Guard's case load. Provide research, analysis, guidance, and support to administer courts-martial, non-judicial punishment, administrative boards and other legal actions and administrative processes. Manage the Preventative Law Program. Manage the SJA portion of the state/territory Alternative Dispute Resolution (ADR) program. Serve as the primary point of contact for claims. Serve as the primary point of contact for ethical determinations. Review changes in regulations on the Freedom of Information Act and updates and advises other legal personnel and field staff of changes. Perform other duties as assigned.
