Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes 1. Develop policies and procedures regarding human resources to implement within commands throughout the organization; 2. Advise hiring managers of resource management issues related to future vacancies and recruitment; 3. Administer the organizational training program to ensure all employees complete required training; and 4. Review position descriptions for accuracy in accordance with appropriate classification standards. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Major DutiesDevelop and recommend command implementation policy of procedural guidance and policy statements for use throughout activities and the command for effective and efficient program operations.Perform regulatory research and coordination with appropriate proponents as basis for developing internal and external policies and programs within current legal base.Provide guidance to operating officials and personnel regarding general and specialized aspects of civilian personnel programs.Coordinate with managers pertaining to planning and implementing reorganizations in addition to identifying positions that need to be reclassified prior to making such changes.Review position descriptions for accuracy, recommend proper title, series, and grade in accordance with appropriate classification standards and guidelines.Ensure all required technical aspects of requested personnel actions are researched and coordinated with appropriate management personnel prior to submission.Consult with management staff members and subordinate activities' personnel to improve program planning and other activities of the program as a basis for establishing objectives, ensuring increased effectiveness and efficiency.Prepare and amend travel orders for newly hired civilians while working with the budget office to ensure permanent change of station orders are in compliance with the civilian Joint Travel Regulation.Advise managers regarding resource management issues relating to future vacancies and recruitment, including work year utilization, civilian pay, personnel levels, workforce performance, and funding.Administer the training program for the civilian workforce to make sure they receive the required training and coordinate the forecast, allocation, and distribution of training spaces and dollars.Serve as the Command point of contact for Individual Development Plans throughout the organization.
