Job SummaryAbout the Position: This position serves as a Special Operations Specialist (Strategy/Plans), GS-0301-13 responsible for establishing future strategy, plans, and strategic assessments for the execution of Special Operations (SO) within the Special Operations Command Europe (SOCEUR) area of responsibility (AOR). It is located in Stuttgart, Germany on Patch Barracks.

Specialized Experience: One year of specialized experience which includes: 1) Drafting operational plans to support theater-level strategy; AND 2) Developing command-wide security cooperation guidelines; AND 3) Analyzing mission requirements to anticipate and inform future resource allocation and management needs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
Major DutiesAssist in designing SOCEUR Theater Campaign Plans (TCP), theater posture requirements, and helps orchestrate sensitive operations supporting the DoD and Combatant Commands.Coordinate, synchronize, and implement high-priority EUCOM Contingency Plans (CONPLANs).Collaborate with US government departments and agencies to secure the necessary authorities, forces, and funding for special operations.Support the Division Chief in managing daily functions and ensures continuity of operations in their absence.Represent the command at theater- and national-level conferences concerning plans, policy, and strategy.Coordinate planning activities with senior DoD officials, interagency partners, congressional staff, and Partner Nations.Conduct collaborative analysis with joint, interagency, and NATO partners to evaluate strategic plans and policiesDevelop and assess operational risks and potential mitigation measuresMaintain data sources used to conduct strategic and operational-level assessments and provides recommendations to the Commander, as part of implementing the SOCEUR strategy.Assess and evaluate operational and strategic effects of resource application, planned activities, and events.Recommend alternative courses of action based on measured effects and COMSOCEUR strategic guidance and sound strategic/operational doctrine.Maintain data sources used to conduct strategic and operational-level assessments and provide recommendations to the Commander, as part of implementing the SOCEUR strategy.Perform routine office requirements, such as implementing Division Chief directives through other division personnel, administering organizational functions, reviewing and distributing message traffic, and other duties as assigned.
