Job SummaryAbout the Position: Serves as a Facility Operations Specialist performing as a project manager for various Operations & Maintenance Projects. Solves complex issues associated with operation, maintenance, and major repairs to District Floating Plant, Locks and Dams and Rivers Project Facilities to include Physical Support and Service Base. This position will be located in St. Louis, MO and will allow for situational telework only. This position is NOT eligible for full time telework.

Minimum Qualifications NH-03: Specialized Experience: One year of specialized experience which includes preparing scopes of work, schedules, budgets, and/or supporting documentation for maintenance, service, and/or various other contracts; ensuring operation and/or maintenance programs are in compliance with technical requirements; and administering various repair, service, supply, and/or construction contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Major DutiesPerforms contract administration and project management of assigned programs and projects.Resolves technical matters of an engineering, construction, operation, and/or maintenance nature.Prepares scopes of work, specifications, and plans for maintenance and operational needs to include repairs, services, supplies, and construction requirements for Floating Plants such as a Dredge Potter, Pathfinder, and Grand Tower.Performs as a qualified Contracting Officer Representative (COR) responsible for the overall project planning of assigned projects.Coordinates, implements, and/or adapts equipment installation or services for the floating plant, facilities and locks at various project sites that involve lock site personnel, engineering representatives, contractors or others.Assists with preparation of the operation and maintenance annual budget.Coordinates meetings and communications with customers and stakeholders on navigation issues that affect the Upper and Lower Mississippi River System.Leads periodic and field inspections of locks, dams, and facilities to ensure maintenance and repairs are tracked, scheduled, and completed per policy.
