QualificationsGeneral Experience: Posses experience providing analysis, validation, processing and correction of financial transactions and issues/problems involving the full range of financial services and a complete understanding of inter-related systems and processes across multiple functional areas and their interoperability to ensure the validity and accuracy of all disbursements, collections, and adjustments related to financial records FINANCIAL SERVICES TECHNICIAN, GS-0503-8: Must have at least one year of specialized experience, equivalent to at least the GS-07 level, in: providing analysis, validation, processing and correction of financial transactions and issues/problems involving the full range of financial management services and accounting functions; Experience with inter-related systems and processes across multiple functional areas and their interoperability to ensure the validity and accuracy of all disbursements, collections, and adjustments related to financial records; Experience reconstructing inaccurate accounts, gathering and organizing information for inquires, and resolving problems; Experience suggesting specific changes to the guidelines and development of control mechanisms; Experience in fact-finding and investigative techniques that identify, analyze and recommend solutions regarding fiscal accounting activity. Major DutiesTHIS IS A T32 EXCEPTED SERVICE, PERMANENT POSITION. The primary purpose of the FINANCIAL SERVICES TECHNICIAN, GS-0503-8, is to provide analysis, validation, processing and correction of financial transactions and issues/problems involving the full range of financial services. May make additional selections within 90 days of eligible(s) issuance.RequirementsCALIFORNIA NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in the California National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. AREA I= Current California National Guard employees who are serving on a Permanent/Indefinite/Temporary appointment. Military Grades: E-2 through E-7 Recruitment/Relocation Recruitment/Relocation Incentive IS NOT authorized. PCS Relocation Costs IS NOT authorized based on determination that Permanent Change of Station (PCS) move is not in the Government best interest. Must maintain appropriate level of security clearance. May be required to successfully complete a one or two year trial period. Must wear appropriate military uniform including required grooming standards. Must maintain a compatible military unit, grade and job assignment as required by current directives. Participation in direct deposit is mandatory. THIS IS A FINANCIAL MANAGEMENT Level 1 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
