About this role

Job summary

The Deputy Head of Estates is responsible for the operational management of building and engineering services for University Hospitals Plymouth NHS Trust (the Trust), and management of the building infrastructure including the wider Trust-managed estate. This includes staff leadership for the Estates operational teams covering Electrical, Mechanical and Building services. The post holder has responsibility for ensuring that engineering maintenance, including contract work, is carried out to appropriate standards and specifications. The post holder provides expert specialist and professional building and engineering expertise to other estates staff, Directors, Senior Management, and Trust Board, and provides advice to external organisations and agencies. The post holder will undertake Authorised Person responsibilities in relation to a variety of disciplines.

***Preference will be given to internal Trust staff, as well as 'Priority' and 'At Risk' status including NHS At Risk staff throughout Devon who are able to display recent relevant experience as dictated by the Person Specification.***

Main duties of the job

Lead, manage and take budgetary responsibility of the estates function across all sites for the Trust, with an annual budget of £10m and circa 50 staff.

Deliver key performance outcomes and ensure that the buildings and engineering systems are safe, compliant, fit for purpose and enhance patient care. Key domains include:

Planned preventative maintenance services.

Reactive and emergency estates services.

Oversight of engineering works funded by capital.

Electrical, Mechanical and Building infrastructure.

Backlog maintenance and capital improvement projects.

Specialist engineering contracts.

Design, implement and evaluate a quality assurance and controls process for all procedures to include Construction, Design and Management (CDM) Regulations for all works.

Ensure that all estates and engineering works, regardless of size and complexity are fully auditable, compliant with Trust standing financial instructions/scheme of delegation, fully risk assessed and safely delivered within statutory requirements.

Provide specialist engineering advice for the Trust and deliver Authorised Person responsibilities across a range of disciplines.

Compile and regularly review risks relating to the Estate.

Deputise for the Head of Estates as required.

Operational Engineering Services

Manage, monitor and co-ordinate all maintenance activities ensuring compliance with relevant current legislation, NHS guidance, health and safety, standards, codes of practice, Trust polices, regulations and in particular the Electricity at Work Act.

Advise the Head of Estates on all aspects of maintenance performance, ensuring compliance, and that the service is safe and delivered within budget.

Be responsible for the recording of, monitoring, review and provision of reports to the Head of Estates on the planned preventative maintenance services (PPM) and the responsive maintenance service. Ensuring that work carried out is recorded appropriately and that these services are delivered in the most cost-effective way and within budget.

Manage the provision of specialist services and contracts for external contractors and specialist services personnel working on the Estate ensuring, supervision, training, quality outputs and control.

Provide specialist technical input into tender specifications and working with procurement, obtain quotes or tenders for engineering services ensuring that every contractor has a contract, and that Trust procurement rules, and standing financial instructions are adhered

Carry out Authorised Person duties in support of the rota as required.

Prepare, implement and evaluate short, medium and long-term plans for the replacement or upgrading of engineering plant, equipment, engineering systems and engineering infrastructure.

Be responsible for the delivery or overview of any engineering schemes funded from the capital programme to be delivered on time within budget and to the necessary quality standards. This includes the provision of necessary and regular reports on progress to the Capital Investment Group, Head of Estates, and Director of Infrastructure & Site Services as required.

Develop and utilise the Trusts Building Management System so that it provides greater control and operation of the building. Work with the Trusts Energy Manager to develop the controls systems so that they provide opportunities for improved environmental sustainability and reduced cost.

Person Specification

Qualifications Essential

Masters qualification or equivalent demonstrable experience in estates management. Authorised person HV/LV and or mechanical systems. Membership of relevant recognised professional body or working towards professional status.

Desirable

Chartered Engineer Status.

Knowledge and Experience Essential

Track record of delivery in a Senior Engineering role. Proven working knowledge of NHS technical documentation, British Standards, regulations, legislation and codes of practice, health & safety legislation and Trust policies procedures and standing financial instructions. Proven knowledge and demonstrable experience of Building Management Systems and Computer Aided Facilities Management Systems. Demonstrable experience of working with complex engineering systems Demonstrable management experience in leading a team.

Desirable

Proven knowledge and demonstrable experience of NHS procedures, standards and governance requirements. Demonstrable experience of working within an acute NHS Trust. Demonstrable experience of interpreting Department of Health policies.

APTITUDE & ABILITIES Essential

Demonstrable experience of risk management Excellent written communication skills, including report writing, problem solving, decision making and analytical skills. Demonstrable experience in the use of a wide range of Microsoft packages with keyboard skills including writing corporate documents.

Desirable

Proven working knowledge of AutoCAD Proven knowledge of Datix risk management system
