Job summary

An opportunity has arisen in the West Midlands Cancer Alliance (WMCA) to join this dynamic, high profile, busy team, and support in the delivery of the National Cancer Programme priorities within the NHS Long-Term Plan. As a Project Improvement Manager, you will work as part of a dynamic team that provides support and expertise to help the Integrated Care Systems (ICS's), West Midlands Cancer Alliance and NHS England direct commissioners deliver their plans. As a Project Improvement Manager, you will work with the Senior Project Manager in supporting the implementation of transformation plans. You will support the Senior Project Manager and the wider team to ensure that the projects are planned and managed effectively, assisting in their successful delivery.

Main duties of the job

Successfully managing strategic stakeholder relationships to inform and deliver the regional ACCEND implementation plan, ensuring the effective sharing of best practice, outcomes and resources, alongside robust progress, risk and issue reporting.

Liaise with stakeholders at national, regional and locality level to support the implementation of the ACCEND framework as business as usual for the existing and future non-medical cancer workforce.

Project management and day to day running of one or more large projects, applying a standard methodology consistent across the WMCA transformation programme.

To monitor progress of ACCEND and Workforce projects against agreed plans, facilitating the production of monthly reporting.

Contribute to performance improvement, taking a lead for identified areas.

Provide coordination of and participate in relevant national and regional working groups and provide project advice, expertise and support where requested.

Provide relevant and timely specialist advice and guidance to align regional induction, appraisals, training and education to the ACCEND framework for the Cancer workforce

Supporting the coordination, promotion and uptake of regional training, working with relevant groups to maximise engagement and participation.

The West Midlands Cancer Alliance (WMCA) is one of twenty-one Cancer Alliances across England, one of the largest Alliances in the country. WMCA covers a large geographical area of 6 counties: Birmingham and Solihull, Coventry and Warwickshire, Herefordshire and Worcestershire, Shropshire, Telford and Wrekin, The Black Country and Staffordshire and Stoke on Trent. The West Midlands Cancer Alliance team is hosted at Royal Wolverhampton NHS Trust working across the wider West Midlands footprint. This role requires regular travel across the Midlands and the team meet face to face in Central Birmingham once a fortnight.

Cancer Alliances were set-up to deliver the collective ambitions identified by the National Cancer Taskforce, with the aim of increasing survival rates across the area and the experience of those living with and beyond cancer, ensuring that we address inequalities and improve patient experience wherever possible. We do this by bringing together all the organisations which commission, provide, and contribute to cancer services across our area to enable quality improvement and better outcomes for patients through effective and coordinated partnership working.

Key Functional Responsibilities

Project Management

Project management and day to day running of one or more large projects, applying a standard methodology consistent across the WMCA transformation programme.

To monitor progress of the projects against agreed plans, facilitating the production of monthly reporting.

Contribute to performance improvement, taking a lead for identified areas.

Provide coordination of and participate in relevant working groups and provide project advice, expertise and support where requested.

Provide relevant and timely specialist advice and guidance on own portfolio.

Work with members of the Team to investigate the causes of any variance from plan and proactively contribute to the implementation of solutions.

Management of a risk and issues tracking mechanism and the resolution and escalation processes.

Financial and Physical Resources

Provide regular reporting on the targeting of resources and monitoring their implementation from a value for money perspective.

Provide oversight and monitoring of all aspects of Team budgets.

Ensure project expenditure is monitored accordingly.

People Management

Participate in the coordination of training, development and recruitment activity across the Team.

Manage staff, undertaking appraisals.

Information Management

Devise and provide improvements to current management information, analysing, reporting and suggesting procedures to enhance decision making processes.

Ensure timely and accurate information analysis and reporting to management on agreed areas of work.

Research and Development

Contribute to the development of key performance indicators.

Delegate aspects of research and development activities, collating information, analysing and reporting findings.

Planning and Organisation

Contribute to the strategic planning of team projects, identifying interdependencies, and potential impacts on wider organisation, resource requirements and building in contingency and adjustments as necessary.

Contribute to short, medium and long term business plans.

Policy and Service Development

Develop policies and procedures in own work function with an impact on the wider organisation, as required.

Contribute to the development of an integrated approach to service management.

Key Working Relationships

The post holder will be required to maintain constructive relationships with a broad range of stakeholders.

Participate in relevant working groups/projects, services and initiatives to provide, information and analytical advice and expertise.

Develop and implement data collection systems that will provide accurate and timely data.

Present information and issues, explaining highly complex issues, to a wide range of stakeholders

Person Specification

Qualifications Essential

Educated to post-graduate degree level in a relevant subject (e.g. management, health, service improvement) or equivalent knowledge and skills acquired through significant experience working at a comparable level.

Experience Essential

Recent and substantive experience of working within cancer services at NHS provider level, demonstrating a clear understanding of cancer pathways, operational pressures and delivery of services. Experience of supporting or delivering cancer workforce development, including role development, career pathways, education, training or non-medical workforce initiatives. Experience of independently managing and coordinating projects or workstreams, including planning, tracking delivery against milestones, and using a recognised or standard project management approach. Demonstrable experience of delivering work within complex systems involving multiple organisations, professional groups and competing priorities. Experience of coordinating, supporting or promoting regional or cross-organisational training, education or learning programmes, including engagement with relevant professional groups

Experience Essential

Proven ability to build and maintain effective working relationships with a range of stakeholders, influencing and negotiating to support delivery where there is no direct line management responsibility. Practical understanding of NHS provider and commissioning structures and how these impact collaborative, cross-organisational project delivery. Experience of monitoring progress against plans, preparing regular reports, and managing risks and issues, including escalation where appropriate. Experience of contributing to service improvement, transformation, change management or workforce development initiatives, ideally within healthcare or cancer services.
