We are looking for an enthusiastic, organised and innovative individual to join our team at Woodsley & Holt Park PCN. The role of PCN Operational Manager is being established to in developing robust operating systems including driving forward network plans and fulfilling the requirements of network contracts.

Main duties of the job

The role is crucial in the development and success of the PCN through the delivery of PCN wide projects, assisting with administrative, human resources and financial work and ensuring high standards of governance is maintained across the PCN. The PCN Operational Manager will be a key member of the team and the role will include supporting our member practices to deliver the strategic and operational aims of the PCN. The post-holder will work closely with the PCN leadership team in a diverse range of administrative and business activity.

This is a new role and we anticipate that it will evolve and develop over time. The scope of the role will be wide and varied, and the post holder must be adaptable to meet the demands of a changing environment. Applicants will need excellent administration, interpersonal and communication skills and be organised, proactive, discreet and empathetic. The post holder will preferably have experience of working in a primary care, health or social care setting however this isnt essential.

Woodsley & Holt Park PCN is a large Primary Care Network (PCN) with a combined patient population of approximately 100,000 across 10 GP practices. The PCN footprint is of mixed diversity, with pockets of deprivation and health inequalities. As one of the largest PCNs in Leeds we work at pace to deliver high quality services to our patients.

This will evolve with the continuing development of the PCN; therefore this is not an exhaustive list but is representative of the roles core activities.

Job description Job responsibilities

HR & Finance

Liaise with payroll and finance teams

Process invoices and payments

Support financial reporting

Manage contracts, policies, protocols, employee assistance, training and development,

Support recruitment of staff where requested including agreeing job descriptions, advertising,

Selection and appointment

Ensure robust induction processes are in place for all new staff, making sure that they are made

Onboard new team members and ensure all equipment, uniform and accesses are in place

Undertake day-to-day line management of staff for absences e.g. leave sickness etc. maintaining back to work documentation where appropriate

Undertake appraisals and manage staff welfare for allocated members of staff, follow up on any issues that arise and liaise with HR support provider

Coordinate training and development for PCN clinical and administrative staff

Coordinate PCN culture focussed activity including staff events

Undertake day to day HR activity and coordination, including recruitment, onboarding, appraisals, training

Create and keep records of HR contractual information, policies and protocols on the PCN intranet. Ensure all HR records are saved to the intranet by line managers such as appraisals, absence, HR events, contractual details, training and development.

Person Specification

Qualifications Essential

GCSE Grade A-C in Maths and English or equivalent Level 3 Qualification in relevant field or equivalent experience Key skills/functional skills in literacy and numeracy Level 2 OR GCSE Level (Grade C and above/New GCSE in Maths and English (Grade 4 to 9) are an essential requirement to be fully competent in the role. Minimum of 3 years experience in a fast-paced Administration role Good literacy and numeracy skills with a high degree of accuracy Excellent interpersonal and organisational skills Competent in advanced use of MS Office applications and Outlook Willingness to work flexibly, demonstrating problem solving skills and an ability to respond to sudden unexpected demands Effective time management skills and able to work effectively under pressure, within strict time constraints and ability to manage multiple projects Exceptional organisation and administrative skills Excellent communication skills (written and oral) and strong influencing and persuasion skills Ability to develop effective relationships Ability to work as a team member and autonomously Ability to be self-motivated and proactive Experience of working with the public. A full driving license is desirable, mileage is claimable.
