Job SummaryAbout the Position: Serves as the senior Budget Analyst in the Resource Management Office performing a variety of budgetary and financial duties in the development of the District's Operating Budget, administration and control of funds and compliance with the Chief Financial Officer (CFO) requirements.

Specialized Experience: One year of specialized experience which includes 1) Evaluating various data information and coordinate with internal offices to ensure estimates were consistent with program requirements, 2) Monitoring departmental operating budgets by tracking actual expenditures against allocations to identify variances AND 3) Preparing factual funding data to assist leadership with fund control. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Major DutiesAdministers complex, multi-sourced budgets (appropriations, revolving, and reimbursable funds) and provides strategic advice to leadership regarding funding issues, legislative impacts, and budget limitations.Develops the annual district operating budget, ensuring gross and net charges are accurately formulated through comprehensive coordination across all internal offices.Monitors actual expenditures against budgeted amounts for overhead accounts, investigates significant variances, and collaborates with organization chiefs to implement necessary remedies.Analyzes program guidance from higher headquarters for military and civil functions, ensuring that all data, estimates, and execution plans comply with prescribed laws, policies, and regulations.Tracks fund utilization trends, prepares periodic cost and performance reports, and delivers formal budgetary briefings to the Commander, PBAC, and other key officials.
