QualificationsYou qualify at the GS-14 level, if you meet the following qualification requirement: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Managing investigations and compliance cases involving high-risk or sensitive matters impacting organizational security, research integrity, personnel reliability, or national security interests. Providing interpretations of security regulations, policies, and procedures to organization staff and stakeholders. Documenting and preserving case files from multiple sources and methods (i.e., interviews, digital forensics, intelligence reports, etc.). Coordinating investigative activities with Federal, State, local, and organizational partners on joint or multi-jurisdictional cases involving security threats, foreign influence, personnel misconduct, or supply chain risks. Managing the coordination of personnel, resources, and mission requirements for investigative projects or activities. Major DutiesIf selected for this position as a GS-1801-14, Supervisory Insider Threat Investigator your duties may include, but are not limited to the following: Oversee the NIH Defensive Counterintelligence (DCI) Program with responsibility for developing, directing, coordinating, and evaluating a comprehensive protection, security, and emergency response program across the NIH in coordination with the HHS Office of National Security and ensures the NIH workforce is comprised of federal employees, contractors and affiliates who promote the efficiency and integrity of the NIH Mission and Service. This program serves as an extension of the HHS Office of National Security (ONS) and supports the Division of Program Integrity within the Office of Management (OMA) by coordinating due diligence reviews for insider threat allegations with federal employee misconduct implications. The incumbent plans, manages and independently completes the conduct of investigation/compliance cases, agreements and/or monitoring programs based on the analysis of the data presented, the preparation of recommendations on their disposition, and coordinates efforts will all involved. Administratively and technically supervises the Insider Threat investigative functions and subordinate staff. The Incumbent reports to the Director, ODCPS, and oversees a team of investigators that support the NIH's DCI and Insider Threat Programs.
