QualificationsBASIC REQUIREMENTS: Must be at least 18 years old AND have graduated from high school or been awarded a certificate equivalent to graduating from high school; OR Have completed a formal vocational training program; OR Have received a statement from school authorities agreeing with preference for employment rather than continuing education. (Valid documentation will be required upon hire.) A valid Government Owned Vehicle (GOV) operator's permit as well as a fork-lift operator's permit(4-6 ton forklift and 4 ton truck) is required for the performance of duties for this position. Inability to obtain or maintain appropriate licensing may result in termination for lack of qualifications. The incumbent is required to obtain required GOV licenses within 30 days of hire. Knowledge and experience in warehouse operation and warehouse safety. The incumbent must have knowledge of regulations and procedures pertaining to the receipt, storage, and accountability, and disposal of supplies and equipment purchased with both APF and NAF funding. QUALIFICATION REQUIREMENTS: Knowledge of the functions of supply automated data base systems and ability to identify and adjust factual information, research and correct errors and discrepancies. Ability to inspect incoming items into the disposal area to determine if items are serviceable and determine if item will become available for free issue, sold at NAF sales or scrap if item contains precious metal or sent to DRMO. Knowledge of hazardous materials such as asbestos, chemicals, volatile/flammable substances, basic chemistry. The work requires some physical exertion such as long periods of standing; recurring bending, crouching, stooping, stretching, reaching or similar activities. The incumbent must be able to lift and carry objects up to 45lbs independently and objects over 45lbs with assistance. This activity is a Drug-free workplace. The use of illegal drugs by NAF employees, whether on or off duty, cannot and will not be tolerated. Major DutiesNONAPPROPRIATED FUND POSITION DESCRIPTION JOB TITLE: Supply Technician FLSA: Non-exempt JOB SERIES: 2005 PAY LEVEL: NF-3 INTRODUCTION: This position is located within the Special Project Unit, Supply Section, Logistics Branch, Marine Corps Community Services Division, Marine Corps Base, Camp Smedley D. Butler, Okinawa, Japan. SUMMARY OF DUTIES: Primary responsibility of this position is to serve as the SME for Temporary Loan Program as well as Property Disposal Technician for the Supply Section by performing the following duties: Temp Loan Program: As the primary SME, the incumbent is responsible for coordination of temporary loan items such as tables, chairs and other event equipment for MCCS Temp Loan Program in support of MCCS authorized events and in support of the Military Community for Change of Commands, Retirement Ceremony, Post and Refiles and Return Re-union¿s etc., Works closely with the MCCS Coordinators at Community Services Center (CSC) of different camps and checks ability of requested items. Prepares temp loan paperwork, coordinates with requesting activities both MCCS and Military units. Arranges/coordinates with MCCS drivers and schedule delivery and pick up dates. Coordinates the return of the items, checks quantity, serviceability, cleanliness, and re-warehouses the items. Prepares missing, lost, damaged, stolen report for any damaged or missing items. Conducts inventory of Temp Loan Items and re-orders items need to be added. Adjusts stock levels based on the past operational experience and future event schedules. Responsible for ensuring items are properly stored within a secure cage or warehouse environment. Property Disposal: This position is the primary contact of property disposal for all the turn-in items/equipment used within MCCS facilities. The incumbent receives Property Transaction Voucher and checks to ensure all the required information was provided and necessary supporting documentation were attached, such as Freon removal statement, oil drained etc., Contacts the turn-in activity to obtain any missing information or documentation. Coordinates with the supply vehicle dispatcher to arrange pick up date of the items. Upon receipt of turn-in property, conducts inventory of items received compared to items annotated on the pre-received voucher verifying nomenclature, quantity, serial number, and property tag etc. The incumbent is responsible to inspect each turn-in item for serviceability, accountability etc., and makes the decision if it is to be re-utilized within the MCCS facilities, or to be transferred to the Property Disposal section for scrap or re-sell, or to be sent to DRMO/DLA based on the appropriate regulation, policies and procedure. Items that are found to be serviceable, the incumbent coordinates with other MCCS activates to see if they can utilize the item. If no other activity can utilize the item, the incumbent decides if it is to be held for issue at later date or transferred to supply warehouse for sales to recoup the funding. Annotates Property Transaction Voucher with action to be accomplished on the property, and any corrections noted during the validation. Coordinates with and conducts research on any accountable property discrepancies. Stages accountable property awaiting Certificate of Disposal (COD) approval from Executive Branch. Turns voucher into Property Control section for induction into DLA system. For DLA/DRMO items, receives Form-1348, schedules turn-in dates with DLA office and with supply vehicle driver. Reconciles stamped Form-1348s from DLA against voucher and provides copy of stamped voucher to Property Control section. Maintains and files all required supporting documentation. Other warehousing duties: Assists warehousing duties and issues of all project equipment and long term storage equipment. The work includes operation of Forklift for loading/unloading of items/equipment in the Supply warehouse. Conducts maintenance and inventory of stored items. Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Uses required safety equipment, and observes safe work procedures. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.
