Job SummaryThis position is located at Office of Government Ethics, Ethics Transparency and Assistance Division. The Division manages significant external communications between OGE and its many customers and stakeholders. The division combines key functions that cross OGE mission areas in order to bring targeted resources to these functions. As a Senior Government Ethics Specialist, you will serve as a Senior Desk Officer for a portfolio of agency ethics programs.

QualificationsThe experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as: Providing on-demand ethics guidance and responding to real-time inquiries from ethics officials regarding their agency leaders and employees. Examples of qualifying experience include: - Providing advice and technical assistance to assigned departments and agencies on matters involving ethics laws and regulations. - Developing and delivering ethics training. Time-in-Grade:In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Major DutiesAs a Senior Government Ethics Specialist, you will: Provide expert advice and technical assistance to assigned departments and agencies on all matters of ethics laws and regulations, including financial disclosure. Facilitate information sharing and creating opportunities for knowledge exchange and collaboration between ethics officials across executive branch agencies including programs such as networking and mentoring opportunities. Use expert knowledge of ethics programs and systems and ingenuity to develop novel solutions to assist agency ethics programs. Support lead instructors in the Ethics Assistance Branch by contributing significantly to the concept, design and approach of various training and educational products.Requirements- A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period. - Public Trust - Background Investigation will be required. - Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. - If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so. - Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. - Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. - Obtain and use a Government-issued charge card for business-related travel. - File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on. -Undergo an income tax verification. - The Hatch Act Reform Amendments of 1993 prohibits requesting, transmitting, accepting, or considering political recommendations for employment or other personnel actions for non-political positions. - Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.
