Job SummaryAbout the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Cyber Command J7 at Fort Meade, Maryland.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by one year of experience exercising supervisory personnel management responsibilities; advising staff regarding policies, and procedures, and interpreting and applying broadly defined training objectives. This position is in the Supervision/Management Work Category at the Expert Work Level within the CES Occupational Structure.

Major DutiesSelects or recommends candidates for subordinate positions.Explains performance expectations to subordinate supervisors and employees directly supervised and provides regular feedback on strengths and weaknesses.Accepts, amends, or rejects work of subordinate supervisors.Appraises performance of subordinate supervisors and other employees directly supervised and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors.Makes decisions on work problems presented by subordinate supervisors.Recommends personnel awards and changes in position classification to higher-level managers as appropriate.Leads the division in analyzing information derived from training needs analyses to identify and devise strategies to address the gaps between this optimized program and the current state of training.Provides critical data required to update and maintain the Command's Joint Mission Essential Task List (JMETL).Leads efforts to precisely define/ refine/document cyber training requirements, priorities, and content for the Command, within parameters defined.Collaborates with training program managers to identify common training requirements and optimize investments by identifying gaps and overlaps, and sharing resources.Addresses subordinates' concerns, whether perceived or real, and follows up with appropriate action to correct or eliminate tension in the workplace.Ensures that subordinate supervisors have effective interpersonal, communication, and managerial skills to supervise in a workplace with diverse employees.As assigned, functions as Government representative to evaluate contractor performance and compliance with quality controls.Exercises responsibility for identifying issues early and initiating corrective actions through senior contractor staff.
