Job SummaryThis position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Human Capital, Human Capital Strategy & Systems Group, Division of Workforce Analytics & Accountability. As a Data Scientist, GS-1560-12, you will design, develop, and implement the analytical, statistical, and programming mechanisms necessary to collect, organize, analyze, and interpret unique and specialized human resources (HR) data sets.

In order to qualify for the GS-12, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-11 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Experience identifying and utilizing data management tools and techniques (e.g., SQL, Python, Excel, Power BI, or similar platforms) to extract, clean, integrate, and format datasets from multiple structured and unstructured sources; 2) Experience applying statistical methods and analytical models (e.g., regression analysis, trend analysis, forecasting techniques, or similar methodologies) to clean, validate, and analyze datasets from multiple sources; and 3) Experience using data visualization tools (e.g., Tableau, Power BI, Excel, or similar platforms) to develop clear, accurate, and user-friendly visual products (e.g., dashboards, charts, and graphs) that support analytical reports. Substitution of Education for Experience: There is no substitution of education to meet the specialized experience requirement at the GS-12 grade level. Major DutiesProvides expert guidance on workforce and HR data reporting, independently collecting, organizing, analyzing, and interpreting specialized HR data sets such as recruitment, staffing, retirement, and separations.Conducts data collection, manipulation/cleansing, and analysis; develops data visualizations; develops and tests hypotheses to generate reports and to develop compelling stories that convey statistical information to non-technical audiences.Serves as a resource to Federal and contractor staff on data science and may be called upon to assume responsibility for developing project planning, coordinating overall team efforts, and maintaining appropriate lines of communication.Acts periodically as a technical advisor with other CMS centers and offices on relevant workforce and HR data issues; responsive to inquiries from stakeholders and communicates findings and complex technical program information to various audiences.
