Job SummaryThe Office of the General Counsel (OGC) is seeking an experienced attorney to serve as the agency's primary legal advisor on matters relating to requests for information and documents from key external stakeholders, including Congress or the Government Accountability Office (GAO) in connection with their respective oversight responsibilities.

QualificationsMinimum Requirements Applicants must have attained the first professional law degree (LL.B. or J.D.) from an accredited law school and be an active member in good standing of the bar of a state, the District of Columbia, Puerto Rico, or a U.S. territory. Applicants must demonstrate excellent writing skills and be able to work effectively with other people, exercise sound judgment, and exhibit a strong interest in the work of the agency. Additional Requirements GS-15 Positions For attorney appointments: active member of the bar in good standing and 60 months of legal experience after graduation from law school. Note: Legal and nonlegal experience gained in the Federal Government before completing law school does not satisfy post law school experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Major DutiesWorking closely with the General Counsel, the Associate General Counsel for External and Legislative Affairs will guide the agency's responses to oversight requests while navigating the agency's legal duties and its strategic goals and objectives. The position requires a capable legal strategist with exceptional judgment, preferably with past experience with congressional oversight, legislative affairs, and GAO. As Associate General Counsel for External and Legislative Affairs, you will: Serve as a key member of the General Counsel's senior management team and interact directly with high-level officials in connection with congressional and GAO requests; Spearhead the agency's responses to formal and informal congressional and GAO requests by preparing or reviewing correspondence, negotiating compliance with demands for documentary material, and providing advice on any complex legal issues that may arise; Conduct or assist with briefings of congressional staff, and prepare or assist in the preparation of testimony for congressional hearings; Closely monitor and advise senior agency officials of developments in Congress and associated oversight requests; Work with the agency's Office of Congressional Relations and Office of Public Affairs to develop communication plans in connection with congressional oversight; and Assist with other aspects of OGC's work, including by rendering advice on questions of law or policy and assisting with pending litigation, especially in cases that overlap with the subject of an oversight request.
