Job summary
Applications are invited for the position of Director of Performance and Planning for North Cumbria Integrated Care NHS Foundation Trust.
The postholder will provide collaborative and inclusive leadership which engages senior leaders and clinicians and will be the professional lead for performance at the Trust - driving reporting and delivery of all performance of core operational standards, providing targeted support to Clinical Collaboratives where performance improvement is required, thereby ensuring Collaborative accountability, ownership & improvement.
They will possess excellent leadership skills and will have the ability to motivate and empower a team as well as others not directly led/managed by them who are fundamental to the delivery of performance data provision and analysis and improvement.
The role also includes responsibility for the development and deployment of the Trust Oversight Framework (NOF) and Integrated Performance Report, to ensure robust reporting, monitoring and action plans to deliver required performance levels across all parts of the Trust.
Main duties of the job
The post holder will provide leadership and direction on the wider performance agenda, including attendance at Performance Assurance Framework meetings, which will develop and coordinate operational performance strategies, plans and activities to enable delivery of required performance trajectories within agreed resources.
The postholder needs to have an in-depth knowledge of the NHS National Oversight Framework and the drivers of good data quality relating to NHS constitutional standards - in support of this they will be experienced in using information and evidence to understand root causes and drive improvement in services through analysis of highly complex information.
They will develop, prepare and present appropriate analytical data (including predictive analysis and scenario assessment), to influence the Trust's planning approach. This includes detailed capacity modelling, activity and performance profiling linked to performance requirements, including target waiting list size and long-waiter breach profiling.
The post holder will hold direct responsibility for activity and performance planning and will collaborate with Information, Finance, People Services, Clinical Collaboratives to achieve a triangulated plan to deliver the overall Trust's objectives of high quality patient care.

In support of the strategic aims, they will develop, review and maintain a structure for delivery of Business Information, which meets the needs of the Trust, is received well, provides co-ordinated advice and information, and offers a single version of the truth with consistency and co-ordination across the trust
The postholder will also co-ordinate the Trust's contract management function including negotiation of activity plans, funding levels, service developments, counting and coding changes quality, targets/penalties/incentives, information schedules and all contractual terms and conditions, supporting cost control and income creation.
The postholder will be visible across the sites and lead highly complex assessments of causative factors impacting on performance delivery, enacting recommendations for improvement.
