Job summary
Southend City Council are looking to recruit a Named Nurse for Safeguarding Children for our integrated 0-19 Children's Public Health Service. (Children, Young People & Families Public Health Service)
The post holder will lead the delivery of the safeguarding service for the 0-19 children's public health practitioners.
The successful candidate will play a key leadership role in the delivery of the safeguarding children's agenda in accordance with national and local guidance and legislation. The role includes strategic work with the Southend Safeguarding Children Partnership (SSCP) and integrated working with key partners in line with NHS England and Improvement guidance.
The Named Nurse for Safeguarding Children is key in ensuring the Service meets the requirements to safeguard and promote the welfare of children, under Section 11 of the Children Act, (2004) and Working Together to Safeguard Children (2026).

The Named Nurse will:
Assist the Senior Public Health Clinical Lead and Director of Public Health in ensuring that the organisation meets its statutory responsibilities for safeguarding children. Lead on the operational delivery of the safeguarding service for the Public Health Clinical Team providing specialist advice, guidance, supervision, and training to all Public Health Nursing staff members promoting evidence based professional practice. Work with the Senior Leadership Team within Southend Public Health to monitor safeguarding performance indicators and ensuring all of the services safeguarding policies are robust and reflect national, regional, and local policy. Lead and facilitate the development of safeguarding supervision to members of the 0-19 service in their work with children, young people, and adults. Lead the safeguarding service in the delivery of safeguarding children training. Undertake individual management reviews, safeguarding learning reviews, multi-agency audits and domestic abuse related deaths as necessary and indicated within the relevant legislation and guidance. Line manage the Specialist Safeguarding Nurse Work closely with health and other partner agencies to strengthen the links and promote effective communication and partnership working on all matters relating to safeguarding.

The Southend Children & Young People's 0-19 Children's Public Health Service is commissioned and delivered though Public Health in Southend City Council.
In Southend our health visiting and school nursing teams operate within an integrated 0-19 Childrens Public Health service model and incorporate a skill mix team approach to support aspects of service delivery. The service includes Health Liaison Nurses for Multi-agency safeguarding team and MARAC and specialist SCPHN teams, including specialist SCPHNs.
All SCPHN posts recruited to are currently eligible for a recruitment and retention bonus of £3000 pro rata.

To oversee the activities which are necessary to ensure that the organisation meets its responsibilities to safeguard/protect children and young people under Section 11 of the Children Act 2004 and in line with statutory guidance Working Together to Safeguard Children.To lead on the operational delivery of the safeguarding service for the Public Health Nursing Team providing specialist advice, guidance, supervision, and training to all Public Health Nursing staff members promoting evidence based professional practice.
To ensure high quality safeguarding practice throughout the service which is underpinned by National legislation and guidance, Government strategy along with regional and local guidance.To Work with the Senior Leadership Team within Southend Public Health Nursing to monitor safeguarding performance indicators and ensuring all of the services safeguarding policies are robust and reflect national, regional, and local policy. To work at a strategic level internally across the organisation and externally with the Southend Safeguarding Partnership and with the wider Health, Social Care and system services.To provide visible safeguarding leadership across the service, working closely with other teams across the organisation including 0-19 staff working in the multi-agency safeguarding team, Early Help, and Children's Social Care.To lead and facilitate the provision of safeguarding supervision to members of the 0-19 service in their work with children, young people, and adults.Will represent the service at local Safeguarding Partnership operational meetings and provide expert input to the interface between the Children, Young People and Families Public Health service and partner agencies. Undertake individual management reviews, safeguarding learning reviews, multi-agency audits and domestic abuse related deaths as necessary and indicated within the relevant legislation and guidance. Line manage the Specialist Safeguarding Nurse Assist staff with the preparation of statements or other reports in relation to legal proceedings that pertain to safeguarding and support those staff who may be required to give evidence at court.
Person Specification
Qualifications Essential
Registered Nurse, or RM, or RMN, or RN Child Specialist Public Health Nurse (SCPHN) Additional post registration qualification at degree level or equivalent Current registration with the Nursing and Midwifery Council (NMC) Recognised safeguarding supervision qualification (NSPCC) or equivalent.
Experience Essential
Demonstrable recent significant experience working in a Named Nurse role or at specialist Safeguarding Practitioner level for four years or more. Demonstrate an in-depth understanding of safeguarding children processes and of having significant experience in the application of these in practice. Demonstrates an understanding of all areas of the safeguarding childrens agenda. Extensive knowledge of current legislation and guidance in Safeguarding Children/Adults and Children in Care Evidence of extensive experience of managing Child Protection and complex safeguarding cases involving children/young people and unborn babies and engagement in statutory safeguarding meetings within this context Experience of multi-professional and multiagency collaboration at a senior level Excellent presentation and teaching skills and the ability to present training to large groups of staff. Able to develop a training needs analysis and training plan. Experienced in developing and delivering safeguarding training. Experienced in providing safeguarding supervision. Evidence of leadership at operational level and at strategic safeguarding partnership level. Experience of Partnership working with other statutory and voluntary organisations and with Local Safeguarding Partnerships Experience of Safeguarding Child Practice Reviews Experience of conflict resolution and in managing professionals differences of opinion. Experience of undertaking or supporting completion of a Section 11 audit
