About this role

Job SummaryThis position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Financial Management (OFM). As a Budget Analyst, GS-0560-13, you will serve as a senior budget analyst utilizing a professional knowledge of budget principles and procedures in carrying out complex assignments. This position performs a variety of budgetary and administrative functions in the formulation and execution of CMS's budgets.

In order to qualify for the GS-13 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1. Analyzing federal government budgets, evaluating federal government funding needs, or providing recommendations to support fiscal and programmatic decisions. AND 2. Using automated systems or spreadsheets to analyze and evaluate financial data. AND 3. Planning and executing annual operating federal government budgets and spend plans in compliance with Office of Management and Budget (OMB) guidance and federal regulations. AND 4. Formulating and presenting federal government budgets through written narratives and oral presentations.. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Major DutiesThe work supports the OFM mission by contributing to the effective stewardship of CMS resources through sound budgetary planning, analysis, and execution across all organizational components.Monitors, reviews, and reconciles commitments, obligations, reimbursable orders.Assures that obligations incurred and resulting expenditures of funds are in accordance with pertinent laws and regulations.Develops written narrative justifications that support the budget requests and are presented to internal and external audiences including CMS leadership, HHS, OMB, and Congress.Develops annual work plans and schedules for the planning and execution of approved budgets.Forecast future revenues and/or cost and evaluate how they relate to program operations.Gathers, compares, and correlates information about projected revenues and/or costs of current and future programs and activities.Identifies issues and provides recommendations for resolution of complex problems.
