Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: - Leading, directing, or managing programs that provide affordable housing, OR community development OR otherwise improve the conditions of persons living in poverty; AND - Managing administrative functions for a program site or office such as training, financial management, facilities, property management, health and safety, or emergency preparedness; AND - Collaborating with high-level Federal, State, and Local officials and organizations to effectively promote your program's goals and objectives. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Major DutiesHUD's Mission The mission of the U.S. Department of Housing and Urban Development is to foster strong communities by supporting access to quality, affordable housing, expanding the housing supply, and unlocking homeownership opportunities for the American people. The Department is committed to furthering the promise of self-sufficiency in every American while promoting economic development to revitalize rural, tribal, and urban communities across the country. This position is located in the Office of Field Policy and Management (FPM). FPM supports 64 offices across the field and provides organizational leadership to Regional and Field Office Directors. The Office develops mechanisms which ensure critical field program delivery issues are addressed; assess program impacts and customer service at the local level; and provide operational feedback designed to constructively influence program design and Departmental policy-making. As a State Manager (State Director), you will: - Serve as HUD's primary local leader for a small to moderate geographical area. The State Director is responsible for strategic leadership, planning, decision-making, and resource management to further HUD's mission and assures the local office is aligned with Departmental strategic plans and protocols. - Establish and maintain effective internal and interagency partnerships with key counterparts within HUD and with working-level to mid-level officials in Federal, state, and local agencies to advance shared program goals and support coordinated delivery of HUD services in a more limited and focused geographic area. - Oversee the development and implementation of the Management Action Plan and related goals, and a variety of programs, projects and initiatives. - Allocate limited local resources within a smaller organizational structure, negotiate operational changes, and manage conflicts that arise in the day-to-day functioning of the state office. - Serve as a management official, code 5, under 5 U.S.C. § 7103(a)(11). The SD uses independent judgment and significant authority in formulating, determining, and influencing management policies and organizational priorities.RequirementsThe official duty station for this position will be in Burlington, Vermont. Failure to report to duty at this location may be grounds for a disciplinary action, including removal. Key Requirements: Must be U.S. Citizen or U.S. National. A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period. Must successfully complete a background investigation. Public Trust - Background Investigation will be required. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
