QualificationsTo qualify for a Management Analyst, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Conducting independent studies related to Force Management, Force Structure (requirement and authorizations), and Force Development. Planning and programming of force organizational/structure requirements and authorizations, modernization of structure, and insuring resourcing for programmed actions are properly budgeted/executed in the Program Objective Memorandum (POM) and Budget cycles. Leading or coordinating FMTS training to mission support staff in navigation and extraction of permission-based manpower and workforce management information. Justifying and defending force structure decisions during a variety of external, command and budget events in the Business Plan/PPBES cycle.

Major DutiesServes as the Defense Contract Management Agency (DCMA) Force Structure and Organizational Systems Integrator.Develops, coordinates and integrates force structure issues and decisions during the Plan Process and the Planning, Programming, Budgeting and Execution System (PPBES) process.Assigns and reviews work for technical accuracy, provides detailed mentorship for assigned trainees, and acts as primary DCMA liaison to Officer of the Director of Administration and Management on all force structure and optimization initiativesProvides force structure input to the Fourth Estate Manpower Tracking System (FMTS) ensuring a correct presentation between DCMA and Fourth Estate and manpower statistics.
