Job SummaryThis position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Information Technology (OIT). As an Information Technology Specialist (Data Management), GS-2210-13, you will serve as a Data Engineer responsible for designing, building, and maintaining the infrastructure for collecting, storing, and transforming raw data into accessible, usable information for data scientists, analysts, and other stakeholders across CMS.

AND You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: Leading the architecture of scalable, secure, and high-performance data systems supporting enterprise analytics, reporting, and operational mission requirements; AND Designing automated data pipelines and workflows for efficient ingestion, transformation, and delivery of data from diverse sources in support of enterprise analytics and mission operations; AND Leveraging cloud platforms (such as AWS, Azure, GCP) and modern data frameworks (such as Spark, Kafka) to build cost-effective, production-grade solutions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. Major DutiesDevelops and manages robust, scalable data systems including databases, data warehouses, and cloud/on-premises architecture to support CMS operations.Creates extract, transform, load and extract, load, transform (ETL/ELT) workflows to move, transform, and clean data from multiple sources into centralized repositories for analytics.Implements validation and cleansing methods, monitors system performance, and applies optimization techniques for efficient data access and processing.Collaborates with cybersecurity teams to enforce federal security standards, implement access controls, and maintain audit trails and retention policies.Works with data scientists and stakeholders to meet analytical needs, influence technical decisions, and train team members on best practices.
