QualificationsEligibility will be based upon a clear showing the applicant has training, education, and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations. Candidates will not be hired based on their race, sex, color, religion, or national origin. In accordance with new OPM requirements to streamline Senior Executive Service (SES) hiring, applicants are no longer required to submit lengthy narrative essays, including those for Executive Core Qualifications (ECQs) or Mandatory Technical Qualifications (TQs), when applying. Instead, the initial application will be resume-only, capped at two pages. This change streamlines the application process and more closely aligns with private industry practices. Applicants identified for potential selection will have their ECQs assessed by undergoing a structured interview with the Office of Personnel Management (OPM) Qualifications Review Board (QRB). To meet the minimum qualification requirements for this position, you must show that you possess the Executive Core Qualifications (ECQ) and Technical Qualifications (TQ) related to this position within your resume (not to exceed 2 pages). Resumes over the 2-page limit will be disqualified. Your resume should include examples of experience, education, and accomplishments applicable to the qualification(s). If your resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that satisfy the technical qualifications. TQ1. Deep financial management and executive experience in the development and/or sustainment of weapon systems, including program management, maintenance, and supply; as well as associated appropriated and working capital funds accounts. TQ2. Possess expert knowledge of integrated financial staff service operations including programming, cost analysis, cost estimating, cost control, and scheduling. Includes experience leading and managing Financial Improvement and Audit Readiness (FIAR) progress across broad subordinate units. EXECUTIVE CORE QUALIFICATIONS (ECQs): All new appointees to the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the five mandatory ECQs: ECQ 1. Commitment to the Rule of Law and the Principles of the American Founding: Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2. Driving Efficiency: Demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3. Merit and Competence: Demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4. Leading People: Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5. Achieving Results: Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Please note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program, or have SES reinstatement eligibility, you must attach proof (e.g., SF-50 or Certification by OPM's SES Qualifications Review Board) of your eligibility for noncompetitive appointment to the SES. Due to the criticality of these roles to the acquisition mission, candidates must meet the following statutory requirements under the Defense Acquisition Workforce Improvement Act (DAWIA): 1. DAWIA Certification Functional Area: Business-Financial Management (BUS-FM). Required Level: Advanced Level (formerly Level III). Grace Period: If not already certified at the Advanced level, the incumbent must achieve certification within 48 months of assignment. 2. Critical Acquisition Position (CAP) which carries significant responsibility and is defined by public law. A 3-year tenure agreement is required for these positions. The incumbent must be a member of the Acquisition Corps prior to selection and must be able to meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements cited below, unless a waiver is granted by the AF Senior Acquisition Executive (SAE) prior to selection. a) Level III certification in Business-Financial Management career field must be obtained within 24 months of employment b) Four years of financial management experience Acquisition Experience: Minimum of 48 months (4 years) of significant acquisition experience in a program office or similar organization. Financial Expertise: Demonstrated mastery in the ES-0505 (Financial Management) or ES-0501 (Financial Administration) series.

Major DutiesThe duties across these two centers require a high-level executive capable of managing multi-billion dollar portfolios and massive personnel structures. The core responsibilities are consolidated below: Provides strategic vision, managerial direction, and comprehensive executive leadership for the Center's Financial Management Directorate. Establishes organizational structures to optimize resource utilization and leads a large, geographically dispersed workforce of military and civilian personnel. Provides functional management of the entire FM workforce across the Centers' geographically diverse portfolio driving execution of human capital initiatives and FM programs, resulting in a skilled, empowered, and mission-aligned team. Directs the full spectrum of financial management, including the formulation, execution, and reporting of multi-appropriation budgets (e.g., Operations & Maintenance, RDT&E, Foreign Military Sales, and Working Capital). Ensures audit readiness, robust financial controls, and effective reprogramming of funds to meet dynamic mission requirements. Serves as the principal financial advisor and key management consultant to Center leadership. Develops, implements, and interprets financial management policies and procedural directives from the Department of War (DoW), U.S. Air Force, and Defense Finance and Accounting Service (DFAS). Integrates financial activities to provide expert support across complex operational footprints. Leads enterprise-wide cost estimating, cost analysis, and cost accounting functions. Directs resource analysis, base operating support, and ensures the proper and legal disbursing of all authorized funds. Acts as the principal review authority for cost estimates related to major DoW milestone decisions and program/budget reviews. Represents the command in high-level forums with the Office of the Secretary of War (OSW), federal agencies, and industry leaders to defend, and influence vital program and policy decisions. As a Director of Financial Management for either any of these two vital Air Force Centers, you will directly influence national security objectives by ensuring that the Air Force's sustainment, life cycle management, and installation/mission support missions are fully resourced, fiscally compliant, and optimized for maximum lethality and readiness.
