Job SummaryThe AFSC Director of Contracting (AFSC/PK) leads policy and execution across Tinker, Hill, and Robins AFBs, managing 6,500+ actions and $5B annually. This multi-hatted role oversees the "organize, train, equip" mission for the contracting workforce and tenant units (AFLCMC, AFNWC, AFTC), while directly managing maintenance and supply chain contracts at Tinker AFB.
QualificationsEligibility will be based upon a clear showing the applicant has training, education, and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations. Candidates will not be hired based on their race, sex, color, religion, or national origin. In accordance with new OPM requirements to streamline Senior Executive Service (SES) hiring, applicants are no longer required to submit lengthy narrative essays, including those for Executive Core Qualifications (ECQs) or Mandatory Technical Qualifications (TQs), when applying. Instead, the initial application will be resume-only, capped at two pages. This change streamlines the application process and more closely aligns with private industry practices. Applicants identified for potential selection will have their ECQs assessed by undergoing a structured interview with the Office of Personnel Management (OPM) Qualifications Review Board (QRB). TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that satisfy the technical qualifications. TQ1. Expert knowledge in all areas of government contracting, including contract clearance and policy development, contract pricing, weapon systems contracting, and installation support contracting. TQ2. In depth, senior level leadership experience in all phases of contracting for systems acquisition and/or sustainment, services, materiel, and supplies; ability to advise on and participate in negotiations to resolve critical contracting problems, terms and conditions for complex and high-value acquisition programs. EXECUTIVE CORE QUALIFICATIONS (ECQs): All new appointees to the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the five mandatory ECQs: ECQ 1. Major DutiesThe Incumbent serves as the Senior Contracting Official (SCO), wielding broad authority to represent the AFSC Commander in high-level acquisition planning, strategic policy implementation, and the defense of contracting decisions before senior military leadership, Congressional members, and industry partners. This multifaceted role requires the executive direction of complex contracting functions-including pricing, research and development, and central support-while ensuring strict compliance with the Air Force Federal Acquisition Regulation Supplement (AFFARS) and other federal directives. Beyond strategic representation, the Director is responsible for process optimization, utilizing advanced management concepts to streamline operations, safeguard government assets, and enhance productivity across the sustainment enterprise. This leadership extends to the functional management of a diverse military and civilian workforce across multiple locations, where the Incumbent directs personnel development, enforces equal opportunity and safety standards, and strategically allocates resources to meet evolving mission requirements. By maintaining critical liaisons with other major commands and industry leaders, the Director ensures uniformity in contracting philosophies and the successful execution of billions in annual obligations to support the AFSC mission.
