QualificationsFederal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the cut-off dates as shown in announcement under the 'How to Apply' section. BASIC REQUIREMENTS All GRADES: A degree in Economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience that includes courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education. Evaluation of Experience Examples of qualifying experience include: Individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; Supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or Teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems. Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations: Economic statistics; Industrial surveys; Management of individual business enterprises, including farms; Industrial planning; Writing or editorial work in economic subjects; and Financial market analysis. AND SPECIALIZED EXPERIENCE/EDUCATION GS-11: In addition to meeting basic requirements, to be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience performing research to locate new sources of data and analyses, interpreting pertinent information, and drawing conclusions for use in research studies; Experience in developing detailed specifications for all or a segment of the research study, presenting the data and analytical material in the form most suitable to the end users; delivering presentations of research and analysis, descriptive report writing; experience developing, analyzing, and presenting statistical information; experience working with economic and financial information in research projects; experience with statistical software packages; experience recognizing and adopting new techniques to fit the needs of research projects; experience dealing with and obtaining cooperation from professional employees both in and out of Government. OR EDUCATION: Three (3) years of progressively higher-level graduate education leading to a Ph.D. degree in Economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR A Ph.D. or equivalent doctoral degree in Economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience that includes courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education. SPECIALIZED EXPERIENCE GS-12: In addition to meeting basic requirements, to be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience conducting various kinds of economic research and analyses that require the study of the market environment for products and services, considering factors that may include competitive conditions, expected profitability, business practices and functions, transfers of property, useful life of assets, and/or rates of return. Experience reviewing and analyzing economic, financial, statistical, and/or tax data to determine the existence of potential economic issues. Experience analyzing factual information to recognize and evaluate relevant and impactful factors, draw rational economic conclusions, and prepare reports that communicate facts, data, and analysis. Experience preparing and presenting written materials and or presentations to colleagues, managers, or external stakeholders. SPECIALIZED EXPERIENCE GS-13: In addition to meeting basic requirements, to be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience collaborating to apply transfer pricing and valuation principles, theories, and techniques to determine the value of services, tangible property, and intangible property under the arm's length standard by applying the provisions of Section 482 of the Internal Revenue Code and the Treasury Regulations thereunder or the Organization for Economic Co-operation and Development (OECD) Transfer Pricing Guidelines. Experience analyzing factual information to recognize and evaluate relevant and impactful factors, developing solutions to problems resulting from complicated fact patterns, and drawing rational economic conclusions. Experience preparing or reviewing reports that communicate facts, data, and transfer pricing analysis. Experience in delivering oral communications to explain and defend conclusions of a transfer pricing analysis to colleagues, managers, or external stakeholders. Major DutiesThe following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Leads economic analysis covering an extensive range of industries and specializations. As a team member or consultant, leads or provides key inputs in planning, directing, and coordinating the examination of transfer pricing issues, such as the pricing or financial valuation of intercompany transfers of tangible property, intangible property, and services. Conducts various kinds of microeconomic research and analyses that require the study of the market environment for products and services, competitive conditions, expected profitability, business practices and functions, transfers of property, useful life of assets, and rates of return. Reviews and analyzes economic, financial,statistical, and tax data to determine the existence of potential economic issues; conducts or participates in interviews; develops an effective work plan, conducts research in source materialsthat include databases, professional journals and publications, government publications, and economic studies. May occasionally work in an advisory role for more junior economists with respect to these types of assignmentsRequirementsProbationary Period - All newly appointed employees to the competitive (or excepted) service are subject to a probationary (or trial) period. During this time, your performance, conduct, and suitability for continued employment will be evaluated.
