Job SummaryThis position is in the Customer Service Directorate, Office of Integrated Veteran Care (IVC), Veterans Health Administration (VHA), Department of Veterans Affairs (VA). This position falls under the Deputy Chief of the Program Management Office. The incumbent is responsible for producing training materials such as user guides and job aids, maintaining and modifying training course content and/or materials, and conducting training courses.

QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/27/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing routine tasks in support of training development while following established rules and procedures. Helping gather information for assignments by using basic, guided steps. Assisting with basic tasks in planning, developing, and reviewing employee training materials, methods, and job aids. Assisting with basic tasks in updating and helping deliver training courses, including gathering information about training needs and making simple updates to existing materials. Helping create basic training materials, such as guides, job aids, and simple course outlines, by following established instructions and templates. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. Note: Only graduate education in excess of the amount required for the next lower grade level (GS-7) may be used to qualify applicants for positions at grade GS-9. For the GS-7 level, candidates must possess 1 full year of graduate level education. In addition, this position has an Individual Occupational Requirement that must be met to qualify for this position. Undergraduate and Graduate Education: Major study in education or a subject area related to the position to be filled. OR Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. Produces training products and materials such as reference manuals, user guides, job aids, instructor lesson plans, course outlines and agendas, exercise/activities, quizzes/exams, training plans, etc. based on course requirements and training needs assessment. Supports senior trainers in coursework development or modification. Develops complete, full-length courses in areas of a subject matter field and with assistance from senior or lead trainers. Engages with senior instructors on the most up-to-date delivery methodologies. Establishes positive working relationships with stakeholders and integral program areas to determine training needs and gaps. Maintains accuracy, currency, relevancy, and consistency of the content maintained within Customer Service training course materials, references and related documents. Contributes to planning and organizational analyses of data and information, and considerable coordination and integration with other functional activities. Instructs courses in a formal program of instruction. Work Schedule: 8-hour tour, Monday - Friday, between 6:00 a.m. - 5:00 p.m. MT, based on business needs Telework: This position may be authorized for telework.
