You must meet the following requirements by the closing date of this announcement. EDUCATION/SPECIALIZED EXPERIENCE GS-07: To be eligible for this position at this grade level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: Performing studies and evaluating program operations for project/program changes and improvements to improve the effectiveness of line program options. Advising on employee/organizational efficiency and productivity by communicating technical and procedural information. Recommending changes to procedures and techniques that may influence administrative duties, including overtime, workflow, and work assignments Assists management in resolving administrative issues that affects the accuracy, quality, and timeliness of workload processes. OR Education: One (1) year of graduate level education in a related field of study at an accredited college or university. OR Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. OR Combination of Education and Experience: A combination of qualifying graduate education and experience equivalent to the amount required. EDUCATION/SPECIALIZED EXPERIENCE GS-09: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Conducting studies and preparing reports on staffing requirements and/or training needs that may include management and statistical data to resolve workflow issues. Reviewing program staffing to identify changes to procedures to improve administrative measures; studies employee/organizational efficiency to recommend changes. Providing feedback to management on day-to-day sensitive or confidential matters in addressing routine employee issues and concerns. Providing guidance for various analytical studies to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs. Preparing comprehensive program analyses and evaluations pertaining to the effectiveness of program operations. Developing changes in methods and conducting studies of employee/organizational efficiency and productivity. Planning, coordinating, and establishing operating methods and procedures for the accomplishment of project mission. OR Education: Two (2) full academic years of progressively higher-level graduate education in any field of study from an accredited college or university. OR A master's or equivalent graduate degree in any field of study from an accredited college or university. OR LL.B. or J.D., if related. OR Combination of Education and Experience: A combination of qualifying graduate education and experience equivalent to that described above. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions. Major DutiesThe following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Performs reviews, prepares analyses/evaluations, and provides recommendations and/or guidelines pertaining to the effectiveness of operations in meeting established goals and objectives. Provides advice and feedback to the manager on critical, sensitive, or confidential matters and participates with management in addressing and deciding upon routine employee and labor-management issues and concerns. Recommends program staffing; develops changes in methods, procedures and techniques to improve measures; and conducts studies of employee/organizational efficiency and productivity that could result in recommended changes for improvements in the organization, staffing, or work methods/procedures or could impact a manager's evaluation.
