Job SummaryThis position is in the Small Business Administration (SBA), Office of Disaster Recovery and Resilience (ODR&R), Office of Disaster Policy, Planning, Partnerships, and Public Affairs Division (DPPPPD). The employee serves as a Public Affairs Specialist. The primary function is the delivery of SBA communication strategies and activities in a fast moving, multi-channel environment including social and traditional media.
QualificationsGS-12: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service, obtained in either the private or public sector: Demonstrates social media strategy experience, including creating and executing targeted communication campaigns across social media platforms such as Facebook, Instagram, LinkedIn, X, and YouTube; skilled in using analytics tools (e.g., Google Analytics, Sprout Social, Meltwater) to monitor trends, metrics, engagement, and reach, and leverage insights to optimize content; and Ability to create, edit, and manage complex digital content such as articles, presentations, videos, and graphics for diverse public and government audiences across multiple formats with Section 508 accessibility compliance; and Manages digital campaigns and outreach projects using project management principles, ensuring timely coordination across program offices and field locations with proper content review, approval processes, and federal compliance requirements (Paperwork Reduction Act, copyright); and Delivers presentations to senior leadership to gather stakeholder input, address disaster program goals and issues, and build consensus among differing viewpoints from federal, state, and local government partners. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next lower grade level than the position being filled. Major DutiesAs a Public Affairs Specialist at theGS- 1035-12, some of your typical work assignments may include: Plans, organizes, prepares, and coordinates the delivery of written and oral communications (e.g. press releases, photos, flyers, talking points, presentations, briefings, fact sheets, and social media posts) directed to targeted audiences within the public, the media, or government. Participates in the planning, building and implementation of social media strategies to drive engagement and build brand awareness. Serves as a representative in dealings with other SBA non-disaster offices, other Federal agencies such as Federal Emergency Management Agency (FEMA), Department of Housing and Urban Development (HUD), state emergency management agencies, and state and local governmental offices. Uses various digital media communication platforms that encompass a wide array of online services that enable users to create, share, and interact with content, facilitating communication between individuals, groups, and organizations. Recommends strategies and/or operational adjustments to ensure goals meet established public reach and engagement. Coordinates the use of digital and social media throughout SBA's disaster field locations.
