Job SummaryThis position is located in the Bureau of Human Resources, Office of Performance Evaluation, Program Development and Guidance Division (HR/PE/GD) which draws on governing precepts established in collaboration with senior policy makers and union representatives to ensure that the merit principles underlying the Foreign Service selection systems function efficiently and transparently.
QualificationsApplicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience making oral presentations to groups of individuals. Experience analyzing human resources (HR) data. Experience entering and validating data in HR systems. There is no substitute of education for specialized experience for the GS-12 position. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience analyzing program operations and providing innovative recommendations on improving operational efficiency. Experience advising senior leadership on the interpretation of emerging legislation, policies, and regulations and how it impacts HR data systems. Experience evaluating policies and drafting reports of findings and recommendations. There is no substitute of education for specialized experience for the GS-13 position.
Major DutiesDirects, implements, coordinates, or oversees a variety of management programs impacting HR/PE.Interprets legislation, regulations, an agency policy affecting Foreign Service performance evaluation programs to assess their impact on current procedures and recommend action to achieve organizational objectives and improvements.Provides oversight and coordination of analysis and issuance of policies to managers and senior officials.Responsible for developing, implementing, and monitoring sophisticated management information systems that focus on HR/PE's long and short range plans.Represents the bureau at meetings and conferences to advocate for bureau views and policy positions.At the GS-13 level, the incumbent performs the same duties as outlined above; however, the scope and complexity of assignments are increased, and the incumbent receives less supervision than the GS-12.
