The primary purpose of this position is to develop, plan, implement, and administer staffing, executive development/training, and affirmative employment plans, procedures, and actions associated with the Financial Management Career Field.

QualificationsIn order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the mission, operating programs, concepts, policies, procedures and organizational structure of the Financial Management career program's functional community in order to effectively administer assigned programs in addition to displaying expert knowledge of a wide range of qualitative or quantitative methods to improve complex management processes and systems or program effectiveness. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, theories, techniques, practices, mission and organizational structure of the specific career program functional field to effectively carry out career management responsibilities. 2. Knowledge of the laws, regulations, principles, and practices of civilian career management. 3. Knowledge of analytical and evaluative methods to accurately assess information and make sound problem solving decisions. 4. Knowledge of safety, security, and EEO regulations, practices, and procedures. 5. Skill in preparing special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work. 6. Ability to plan, organize, and direct the functions and staff of an organization. 7. Ability to provide guidance and counseling to career field employees and managers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Major DutiesAnalyzes and evaluates a wide range of complex AF wide functional requirements, objectives, operating methods, and new and proposed regulatory guidelines. Advises/counsels managers, supervisors, and employees on the continually changing needs of the functional career management program. Analyzes and evaluates the force structure to identify training and/or recruitment deficiencies and categories of positions/employees to be included in the assigned Career Field Management Program. Analyzes, develops, prepares and presents promotional material. Exercises supervisory personnel management responsibilities.
