Job SummaryThe U.S. Secret Service is seeking a results driven Criminal Investigator to help lead one of the most dynamic protective operations missions in federal service. This senior executive position plays a critical role in shaping the strategy, design, and implementation of advanced protective security measures for the physical protection of designated protectees, facilities, and National Special Security Events.

TECHNICAL QUALIFICATIONS (TQ): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ-1: Expert knowledge and demonstrated executive level experience in planning, managing, organizing, and coordinating personal security and protection, comparable to that provided for the President and Vice President of the United States, in accordance with federal laws, rules, regulations, procedures, and techniques. TQ-2: Expert knowledge and demonstrated executive level experience in directing, planning, and conducting risk analysis and assessments, budgeting, and cost analysis for complex personal protective operations, comparable to National Special Security Events. TQ-3: Demonstrated skill and executive level experience in establishing and maintaining liaison with high level Federal, state, and local officials, representatives of foreign governments, and other Federal law enforcement agencies and private sectors experts in the coordination of extensive protective security plans for high-ranking officials. EXECUTIVE CORE QUALIFICATIONS (ECQ): In addition to the TQ requirements listed above, all new entrants into the SES under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Selective Placement Factor: In addition to the minimum qualifications described above, you must meet the following requirement to be considered qualified for the position: Completion of the Criminal Investigator Training Program (CITP) at the Federal Law Enforcement Training Center (FLETC). Note: If you are a member of the SES or have been certified through successful participation in an Office of Personnel Management (OPM) approved SES Candidate Development Program (CDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. General Medical Requirements: As determined by OPM, the duties of this position require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of fingers, wrist, elbows, shoulders, hips and knee joints is required. Arms, hands, legs and feet must function sufficiently in order for applicants to perform the duties satisfactorily. Major DutiesAs an Executive Criminal Investigator with the U.S. Secret Service, you will be assigned to lead and provide oversight of a protective division within the Office of Protective Operations, primarily responsible for planning, managing, organizing, coordinating, and directing all activities related to the 24/7 physical protection and safety of designated protectees. You will be expected to perform in a high operational tempo environment under compressed timelines and ensure accountability in all aspects of the protective mission. Specifically, you will: Provide physical protection for the President, Vice President, their families, visiting foreign dignitaries, and/or other protectees, ensuring their safety in every environment. Ensure security operations and tactical operations for the division and programs under your purview are administered effectively and in accordance with stated objectives and priorities. This includes conducting detailed threat assessments, identifying resource requirements, and ensuring the alignment of operational plans with the assessed threat environment. Design, plan, and implement advanced security measures and operational security plans for a multitude of National Special Security Events, such as presidential inaugurations, international summits and other high-profile events. Plan, organize, coordinate, and direct procedures to provide for the protection of designated protectees in connection with domestic and foreign travel. Confer with high-ranking officials, internal and external to the Secret Service, as it relates to itineraries, schedules, modes of travel and other details where protective coordination is required. Defend formal budget program request to top officials, as well as assure correct policy and regulatory interpretations. Develop comprehensive protective procedures, assignment and issuance of orders through subordinate staff. Oversee the day-to-day management of the division, as well as training, assigning and reviewing work, evaluating performance, and providing legal and policy guidance to subordinate staff.RequirementsU.S. Citizenship is required. U.S. citizens are legally authorized to work in the U.S. without employer sponsorship and are entitled to all rights and protections under U.S. law. Possess and maintain a current valid driver's license. Must be REAL ID compliant. Must be at least 21 years old at the time of application and under 40 years old at appointment. Exceptions may apply for those with current or prior service in federal law enforcement positions covered by special retirement provisions. The Secret Service has determined that age is essential to the performance of this position. Obtain and maintain a Top-Secret clearance; a polygraph examination may be required. May be subject to pre-employment and random drug tests. These positions require successful completion of the Criminal Investigator Training Program (CITP) at the Federal Law Enforcement Training Center (FLETC). Candidates will be required to provide proof of training completion. Carry and use a firearm. Maintaining firearm proficiency is mandatory. You will be ineligible to occupy this position if at any time you have been convicted of a misdemeanor crime of domestic violence, unless you received a pardon or your conviction was expunged or set aside. Must have uncorrected vision of at least 20/100, correctable to 20/20 in each eye. LASIK, ALK, RK, and PRK surgeries are acceptable if required post-surgery visual tests are passed: LASIK (3 months), PRK (6 months), ALK/RK (1 year) waiting periods apply. Hearing loss, as measured by an audiometer, must not exceed 25 decibels. (A.S.A. or equivalent I.S.O.) in either ear in the 500, 1000, and 2000 Hz ranges.
