About this role

Job summary

The post holder will be an integral part of the Facilities team and to assist the Head of Facilities Management Contracts in the management of waste. The postholder will work collaboratively across and alongside multiple services to achieve shared outcomes in respect of both sustainability initiatives and broader trust objectives. This is an exciting opportunity to be at the forefront of the NHS mission to make the UK healthcare system 'net zero', and more environmentally and socially responsible. They will contribute to and play a leading role in the trust's overall green plan delivery in respect of both carbon reduction and linked projects relating to other sustainability goals. They will be an agent of transformation and innovation, to embed changes to behaviours and organisational culture and to help implement and normalise sustainability within everything the trust does.The duties involved are wide-ranging and diverse, with the main areas of focus including waste, transportation and mobility, buildings, energy, behaviour change, climate resilience, and biodiversity. The postholder will help to chair and coordinate the Estates & Facilities sustainability working groups, covering key topics including Waste, Travel, Energy, Food, Buildings and Green Spaces, maintaining action logs, project plans, data reporting, and any other project documentation.

Main duties of the job

RESPONSIBILITY FOR COMMUNICATION

Develop and maintain productive working relationships with a broad range of internal and external stakeholders including senior managers across the Trust, North Central London (NCL) Integrated Care System, PFI partners, statutory agencies, industry specialists, private contractors, and peers.

Secure through persuasion and negotiation appropriate buy in, support and understanding to convince senior managers of need to change policies in specialist field. As the subject matter expert, represent the Trust internally and externally to sit on any relevant groups, provide and communicate specialist and professional advice in relation to all environmental, sustainability, waste, and other applicable issues across the full range of the Trust's activities

RESPONSIBILITY FOR FINANCIAL AND PHYSICAL RESOURCES

To act as an authorised signatory in compliance with Standing Orders and Standing Financial Instructions to hold delegated budget for specialist area with Level 2 budget holder responsibilities.

Authorise payments to contractors, suppliers, sign off direct labour costs. This includes the audit and approval of invoices for contracted services and challenging any incorrect values claimed.

CLINICAL RESPONSIBILITIES

RESPONSIBILITY FOR POLICY AND SERVICE DEVELOPMENT

Utilise effective contract management processes; by implementing the agreed contract arrangements and performance frameworks in liaison with commissioners and ensure service specifications incorporate best practice, national and regional requirements. Monitor Key Performance Indicators (KPIs) resolve service failures and other problems as they arise to ensure an effective level of service is offered to the Trust.

Lead in managing the trusts waste and environmental obligations and ensure that policies, systems, and strategies are developed to achieve national, local and Trust targets. Ensure local policies and procedures are in place to address service specific needs, compliance, safety, and best practice. Reviewing, updating, and implementing new policies and procedures where required.

Develop plans for the delivery of the roles responsibilities

Management of risk and issues within scope of responsibility and provide proactive resolution and escalation.

Provide support and leadership to ensure that appropriate health and safety processes are in place for all waste contractors used by the Trust.

Work closely with in-house teams and external providers of waste services to ensure the optimal operational efficiency of infrastructure to optimise performance.

RESPONSIBILITY FOR INFORMATION RESOURCES

Develop and improve management information collection systems that will provide assurance of compliance and accurate and timely data relevant to the services which can be used to influence and reinforce business cases, service developments and efficiencies.

Prepare and submit data collection returns, as determined by statutory bodies such as Greener NHS and NHS England & Improvement, e.g., Estates Return Information Collection (ERIC) and Premises Assurance Model (PAM) in a timely manner.

RESPONSIBILITY FOR RESEARCH AND DEVELOPMENT

Research and or monitor relevant new and developing technologies and issues for potential application in the Trust's estate including developments in waste management processes, carbon reduction technologies, environmental developments, legislation and standards, best practice, management methods and Information.

Person Specification

Education / Qualifications Essential

Educated to post graduate qualification or equivalent in a relevant subject, ideally in waste, sustainability, or environmental management Membership of or working towards relevant Chartered Institute e.g., CIWM, IEMA or ICRS Project management qualification, e.g., PRINCE2 Appropriate experience in a corporate setting sufficient to demonstrate competency and ability Educated to degree level in environmental management or equivalent / associated discipline related to the role Management qualification or equivalent professional experience BICSc CPSS, NVQ level 3 Knowledge of COSHH Experience in Waste Management from within an Healthcare setting

Skills & Abilities Essential

Experience of managing and promoting the environmental agenda in a sustainability-centric role or other similar position linked to change and/or programme management. Experience of monitoring and managing carbon emissions and managing waste within a large organisation Experience of contract managing outsourced suppliers and providers of services. Experience of developing and implementing policies and strategies Experience of contributing to operational decision-making. Experience of managing delegated budgets and resources. Experience of conducting risk assessments, environmental audits, and surveys, and developing action plans. Experience of implementing financial, quality assurance, and performance monitoring systems. Experience of working in positions that involve the built environment - ideally in a large acute hospital setting or within buildings subject to Private Finance Initiatives (PFIs).
