We have an exciting opportunity for a talented individual to join our growing public health team. We are looking for a Public Health Principal to provide leadership to our Inclusion Health team.
What is Inclusion Health
The Inclusion Health team work on a wide range of public health agendas, including alcohol and drug use, mental health, suicide prevention, severe multiple disadvantage, homelessness, asylum seeker and refugee health, gambling, domestic abuse, violence reduction and financial wellbeing. It is a busy but important and rewarding area!
The team includes: a Public Health Consultant, Public Health Principal, Senior Public Health Manager, Public Health Managers and a Public Health Commissioning Manager. The team also benefits from colleagues with expertise in involving those with lived experience of the issues being tackled.
Main duties of the job
What does the role involve
You will work alongside your colleagues in the Inclusion Health team, as well as across the wider public health team and with partners, to make a real and tangible difference to the lives of those in Nottingham who are most vulnerable. You will use a variety of methods to assess and understand their needs, influence and implement strategies, re-design services and pathways, evaluate our progress and much more!
The successful postholder will lead on priorities within the Inclusion Health agenda including alcohol harm reduction and substance use services commissioning.
This post is covered by the statutory duty under Part 7 of the Immigration Act (2016) (English Language Requirement for public sector workers) and therefore the ability to speak fluent English, is an essential requirement for the role. A DBS enhanced check for a regulated activity is required for this post.

Job description Job responsibilities
Translate national public health policy and strategy into programmes for health improvement, health protection and health care improvement, within existing resources and in partnership with the CCG, ICS and Nottingham place-based partnerships and other partners.
Use a variety of sources of information, including research evidence to develop strategy and support best practice in commissioning. This will involve critical appraisal, the interpretation and analysis of highly complex facts and situations and drawing conclusions on the best solution for Nottingham residents.
Lead the preparation, consultation on and communication of commissioning strategy and plans for the portfolio that may involve major organisational change or service reconfiguration and / or may be highly controversial to stakeholders or the public.
Provide specialist advice to council directors on the portfolio of services and develop strategies and plans where expert opinions may differ. Develop the Public Health service plans for the portfolio of activity, to both address and inform strategic priorities. Ensure that such plans that reflect a body of opinion, incorporating a range of options and address conflicting professional or organisational views as necessary.
Evaluate and report on the effectiveness of all the initiatives and programmes undertaken within the portfolio, including commissioned services.
Service Development and Management
Carry out multi-component service reviews, development of service models, and reconfiguration in order to be able to deliver the identified public health targets and programmes within existing resources and priorities.
Contribute to the achievement of a portfolio of key national and local public health priorities by planning, organising and enabling an effective public health team.
Provide Public Health information, advice, and support for the CCG core offer, across healthcare colleagues and key partner agencies, negotiating and directly influencing the commissioning, development, and delivery of services to reduce health inequalities.
Innovate within existing resources, income generating where appropriate, to identify alternative and effective solutions, achieve value for money and work with partners to maximise health and wellbeing outcomes, particularly for the most disadvantaged communities.
Work with commissioners and other partners to enable and support the development of health and care services, maintaining an emphasis on prevention.
Planning
11. Oversee the development, production, implementation, and evaluation of prevention strategies, working across and impacting on a range of community agencies, organisations, and strategic partnerships. Ensure that these strategies produce the required contribution to Nottingham Citys commitment to a healthy and inclusive community, with a focus on reducing inequalities.
12. Plan for the provision of effective, timely, accessible and value for money public health services with measurable outcomes.
13. Contribute to the performance management of the council and the Directorate, specifically around targets, investments, developments, risks and performance relating to key work areas. Compile reports on the health of the population including contributing to the Public Health Commissioning Strategy and the Director of Public Health Annual Report.
14. Lead the local implementation of national programmes and initiatives, such as major grant-funded programmes, working with stakeholder partnerships, meeting national requirements, and ensuring an emphasis on evaluation and learning to improve service delivery, inform commissioning activity, and secure sustainability of effective approaches.
Strategic Partnership and Relationships
15. Lead and bring together collaborative efforts in promoting health and wellbeing, tackling health inequalities and for strengthening the capacity across the whole public sector to maximise opportunities to improve the health of the population.
16. Lead and drive effective partnerships with stakeholders across the health and wider economy to commission sustainable programmes and services in line with need, national and local targets/priorities. Design systems and processes that systematically impact across the health economy and the wider system.
17. Disseminate and deliver information about public health services which are subject to the scrutiny of Local Authority Overview and Scrutiny Committees, local MPs, Health and Wellbeing Board etc. Attend meetings on behalf of the Director of Public Health, Consultant in Public Health, and other senior colleagues as required.
18. Negotiate with partners on the deployment of resources and staff, in addressing key public health priorities, seeking innovative solutions, and reconciling differing views on an ongoing basis.
19. Enable local communities to take action to improve health and wellbeing and reduce inequalities applying community development and community asset-based approaches.
20. Work with public health and communications colleagues and partner agencies to identify key public health messages, target populations and appropriate routes of communication and delivery mechanisms, paying attention to the any contentious or sensitive issues
21. To present highly complex and sensitive information to other specialists and non-specialist audiences and individuals.
22. To develop public health capacity through education and supporting and supervising those training and working in public health.
Information and Research Management
Undertake and/or commission in depth analyses and interpretation of complex health information and evidence of best practice to assess the need for, develop, and performance manage public health programmes and services.
Develop and deliver valid and reliable data for public health programmes and services, which clearly outline the outcomes and outputs and demonstrate value for money.
Take the Public Health lead for undertaking and commissioning literature reviews, evaluative research surveys, audits and other research as required to inform equitable public health services and reduce health inequalities.
To develop and maintain links with academic centres, supporting collaborative working and the development of funding bids where appropriate.
Budget Management
To be responsible for transactional and strategic budgets, income generation and achieving best value for money.
Staff Management
Responsible for managing staffing levels and financial allocation within HR legislation and budget restrictions as determined by the council.
Recruit, select and line-manage suitably qualified public health staff, managing their development using the performance review system, regular supervision, and utilisation of other council development opportunities.
Ensure that HR policy is implemented effectively within the department overseeing as appropriate all grievance and/or disciplinary issues.
Person Specification
Qualifications Essential
A relevant Postgraduate Degree (Masters in Public Health) or experience of providing technical and complex public health advice and information at the equivalent level. A UKPHR Public Health Practitioner or person working towards/would be prepared to work towards registration
Experience Essential
Detailed specialist public health knowledge on the delivery and evaluation of outcomes-focussed health improvement services. Experience of conducting service reviews and health needs assessments Substantially numerate, with highly developed analytical skills, using qualitative and quantitative data and proven ability to communicate highly complex, sensitive information. Proven ability to interpret epidemiological and other social data to assess strategic direction and goals. Proven ability to prioritise investment according to local needs and assets, service requirements and the values of the Council. Proven understanding of the theory and practice of evidence-based decision-making.
