About this role

Job summary

This role is central to ensuring the smooth, effective, and forward thinking operation of the Primary Care Network (PCN). You will lead on a broad range of administrative and management responsibilities, providing high level support to the PCN Clinical Director and acting as the primary point of contact for all PCN related enquiries, information, and communications.

You will oversee and coordinate all aspects of PCN functionality, working closely with PICSHR, Clinical Line Managers, and wider stakeholders to motivate, guide, and support staff. A key part of the role involves filtering and prioritising incoming information, ensuring that the Clinical Director and other relevant personnel are engaged at the right time and with the right context.

You will play a pivotal role in helping the PCN achieve its long term strategic objectives by fostering a safe, efficient, and high performing working environment. This includes driving operational excellence, optimising financial performance, and championing innovative ways of working.

As a leader within the PCN, you will promote and embed core values such as Vision, Quality, Continuous Improvement, Confidentiality, Collaborative Working, Service Delivery, Learning and Development, and Equality, Diversity and Inclusion. You will also ensure that all PCN activities remain compliant with CQC regulations and aligned with best practice standards.

Job description Job responsibilities

KEY RESPONSIBILITIES

To assist the PCN Clinical Director and board in setting and realising the PCN vision, mission, and business strategy.

To play a pivotal role in the delivery of high-quality primary health care services.

To be involved in the management and strategic development of the PCN.

Support the PCN Director and board to ensure the smooth running of the PCN.

Manage contractual requirements on behalf of the PCN.

Co-ordinate the delivery of PCN enhanced services and other service submissions on behalf of the PCN.

To cultivate the benefits of working at scale.

To develop and maintain positive relationships with and across the PCN.

To be responsible to produce performance and quality reports within the PCN and other PCN initiatives.

Secure funding opportunities for the development of patient services and realisation of the PCN business strategy.

To be responsible for the oversight of the PCNs financial systems/PCN employed staff/payments to all the practices within the Network.

Ensure the PCNs compliance with the GDPR and FOI along with other relevant legislation and professional information management standards such as GMC/BMA and LMC guidance.

To represent the PCN in cross organisation meetings when agreed e.g., locality/ICB meetings.

First point of contact for Practice Managers regarding delivery of PCN projects/schemes.

Take the lead on working at scale.

Work alongside PICS to co-ordinate training and development of PCN clinical/administrative staff.

Work alongside PICS to support recruitment, induction, and training of new PCN staff

Collate feedback / analysis data on behalf of the PCN to report to the PCN Board and ICB/NHSE as required.

Role Delivery specifics.

Responsible for dealing with workforce and estates queries.

Reporting to the practices on the effectiveness of the ARRS staff and development needs

Relationships & Communications:

Ensure effective communication is maintained within the PCN:

To take the lead role in the development and embedding of the PCNs culture, values, and reputation as providers of high-quality services

To work with all leaders of PCN practices to develop positive, trusting and mutually beneficial relationships

To be committed to the vision and values of the PCN and promote these both internally and externally.

Encourage supporting staff to collaborate through sharing information and intelligence across different activities

To host regular meetings with the practice PMs to update and support on upcoming projects/funding/claims/changes/ARRS teams set up/rotas and distribution of time and sessions

Finance:

To work alongside Practice Managers within the PCN and PICS regarding all aspects of financial systems required for PCN functionality including liaising with the Practice Managers to clearly outline the financial position of the PCN and the funding available to the practices as well as coordinating the claims process and reimbursements in a timely manner

To monitor and check the accuracy of the any submissions for Enhanced Services, Contractual requirements on behalf of the Network and ensure that all claims are submitted on a monthly and quarterly basis

Ensure that the PCNs physical and financial resources are managed and maintained for maximum effectiveness through:

Ensuring financial risks are recognised and appropriate action taken

Monitoring expenditure and identifying significant deviations from plan

Planning and monitoring income and cash flow to ensure that income is maximised and that funds are available as required

Ensuring all claims are submitted in good time and payment made and received

Ensuring the practices allocation of resources is fair and equitable

Present financial plans, monitoring information and reports to the PCN as required

Organisational & HR:

Ensure the PCN has a Business Continuity Policy that is updated and in which everyone is kept fully aware.

Work with the PCN Clinical Director and board for strategic and operational planning processes to support the PCNs objectives.

Support the PCN Directors and board with the writing business and development plans as required.

Coordinate meetings for PCN working periodic board meetings and ad hoc project meetings as required.

Liaise with PICS to ensure that all PCN related human resources functions are appropriately delivered, including the maintenance of accurate job descriptions, the coordination of appraisal processes, the monitoring of attendance and absence with escalation where required, and the assurance that staff meet the standards expected by the PCN, while upholding all relevant legislative and regulatory requirements.

Organisation of PLT sessions that might include joining practice PLTs if appropriate, to grow the working relationship with the ARRS team and the practices, and to learn about their role/new developments

Information Management and Technology:

Ensure the PCNs continued compliance with the GDPR and FOI along with other relevant legislation and professional information management standards such as GMC/BMA and LMC guidance.

To oversee the administration ofthe PCN.

To ensure the integrity of the operational systems.

Training/Education:

Organise PCN events e.g., Educational Events for both staff and patients

Working at Scale:

Utilise the economy of scale to maximise practice resources

Align process across practices reducing workload

Deliver service at scale ensuring sustainability and profitability across the PCN

Reduce duplication across the PCN reducing time expended by each Practice

Utilise the PCN buying strength to establish at scale contracts for the PCN practices
