Job summary
Stockport NHS Foundation Trust is looking to recruit a full-time Band 5 Overseas Visitor Patient Officer.
The post holder will be responsible for ensuring the Trust is compliant in all aspects of implementation, raising charges, policies, procedures, and guidelines. The post holder will provide a comprehensive efficient and effective overseas visitors service to users of the Trust's services, working efficiently and effectively with patients, staff, and external organisations such as the UK Border Agency and Department of Health to maximise income recovery for NHS chargeable services provided.
The post holder will be responsible for ensuring Trust policies and processes are continually reviewed and updated, maintaining accuracy and compliance with the Department of Health regulations - "Guidance on implementing the overseas visitors hospital charging regulations".
The post holder will be proficient in their knowledge, understanding, and ability to provide advice, instruction, and training on the complex Department of Health Overseas Visitors guidance and in translating said guidance to policy for implementation across the Trust.
Main duties of the job
Lead appointed officer responsible for the day-to-day implementation, monitoring, and compliance with the Trusts Overseas Policy across the organisation. Proficient and current knowledge and understanding of the Department of Health Overseas Visitors regulations and guidance. Review and update the Trust policies and procedures to reflect changes in guidance/legislation. Manage and develop Trust processes ensuring the Trust maintains its regulatory obligations in accordance with the current guidance. Responsible for decisions regarding NHS Entitlement, raising applicable charges and the collection of upfront payment. Advise patients, relatives, and staff regarding charges for treatment, often in distressing circumstances. Maintaining up to date and accurate information systems including the use of hospital systems, external patient systems and spreadsheets for the collation and analysis of data and the immediate identification of overseas patients for financial and audit purposes. Obtaining and analysing confidential documentary evidence from patients, to ascertain if they are exempt from charges as per the DOH Overseas Visitor guidelines. Support staff across the organisation (Hospital and Community Services) to understand, implement and embed processes that support the responsibilities of their role in relation to the Overseas Visitors charging regulations.
