About this role

Job summary

The publication of the Governments 10-Year Health Plan: Fit for the Future sets out an ambitious agenda for the health of the population and for the NHS. As part of that ambition, it makes clear that every system requires an Integrated Care Board that will function as the strategic commissioner of local health services, responsible for all but the most specialised commissioning, using multi-year budgets to drive improvement. This means ensuring that the money available to our local health and care system is put to the best possible use: to improve the local population's health, reduce health inequalities and improve access to consistently high-quality services.

The NHS needs commissioners who can better understand the health and care needs of their local populations, who can work with users, providers and wider communities and partners to develop strategies to improve health and tackle inequalities and who can contract with providers to ensure consistently high-quality, safe and efficient care. Improving access and waiting times, in particular against NHS constitutional standards, will continue to be core indicators of whether population needs are being met.

At the same time, we have a collective responsibility to reduce cost and become as effective as possible through reducing duplication and being clear on our core purpose. It is clear that there is much to do.

Main duties of the job

The SCC Commander will be part of the team working in the Integrated Care Board (ICB) System Coordination Centre (SCC). The role is responsible for delivering operational oversight via the SCC to ensure system level coordination of responses across Staffordshire & Stoke on Trent ICB and Shropshire, Telford & Wrekin, known as the Cluster ICB to maintain flow across UEC pathways.

The post holder will:

o Be responsible for monitoring key operational, clinical and quality metrics via a range of dashboards to swiftly identify deterioration in UEC performance across the system and escalate where required.

o Work with the ICB and system colleagues to implement all national and local guidance and ensuring system assurance is established through clear actions and pre-set targets.

o Support the wider directorate to deliver against national and local priorities as set out in the NHSE policy to improve and transform urgent and emergency care for the population of SSOT & STW, driving better outcomes, improved operational performance and value or money in planning and commissioning.

o Be required to work 150 hours over a 4-week rota across the seven-day period, 8am - 6pm including weekends and bank holidays.

o Work closely with ICB and system colleagues to balance risk across the system in times of escalation.

About us

Our goal as a clustered ICB is to lead and support delivery of the four Integrated Care System (ICS) aims across the geographies of Shropshire, Telford & Wrekin, Staffordshire and Stoke-on-Trent:

o Improving outcomes in population health and care

o Tackling inequalities in outcomes, experience, and access

o Enhancing productivity and value for money

o Helping the NHS to support broader social and economic development.

Please note that the Cluster ICB has consulted with its workforce on changes to contractual base locations and hybrid working arrangements and is implementing a consistent hybrid working model across the Cluster. The new arrangements are intended to support closer and more collaborative working across the Cluster ICB, through a consistent approach to hybrid working and the use of designated office locations.
