Job summary
Health Education and Improvement Wales (HEIW)isseekinga dynamic and motivated Primary Care Manager to join the Strategic Workforce Plan for Primary Care team as a Workforce Development Manager.
This national role will provide expert oversight and leadership for actions focused on the development of the primary care administrative and support staff workforce. It offers a unique opportunity to play a key role in shaping the future of this vital workforce across Wales.
We are looking for someone who is enthusiastic, engaging and committed to supporting Practice Managers and primary care teams to thrive. You will help staff feel confident,capableand well supported in increasingly complex and demanding roles.

This post is being offered for a fixed term period. Applications from any NHS employees (excluding those employed by independent contractors) will be considered only as a secondment opportunity. In this case, all NHS employees must have their line manager's approval before making an application.
This post is fixed term/secondment for 10 months due to - meet the needs of the service
It may be extended or made permanent at the end of that period depending on available funding and business requirement, but there is no guarantee of continued employment in HEIW.

Supporting succession planning and career pathways for administrative and support staff

You will work at a strategic level, collaborating with stakeholders across Wales to deliver meaningful change and support workforce transformation.

Experience Essential
Managing successful programmes/ projects at a senior level and ability to assess and evaluate programme/ project outcomes. Effective partnership working with healthcare organisations. Effective stakeholder working. Successfully managing a team. Budgetary management. Significant experience at senior manager level in the NHS/primary care working in a complex healthcare environment. Substantial experience of successfully managing and implementing transformational change programmes across NHS Wales.
Desirable
Knowledge of policies in Wales and the UK
Qualifications and Knowledge Essential
Educated to Masters level or equivalent demonstrable experience. Extensive specialist knowledge/experience in relevant field E.g. Primary Care Management including practice management, cluster development or primary care development management NHS planning, performance management, business planning, clinical services, information systems, research & development, finance, HR services. Evidence of Continued professional development. Knowledge and experience of change management. Knowledge of healthcare regulation/management.

Project and/or Programme management office qualification (PRINCE2, MSP) or equivalent experience
Skills And Attributes Essential
Excellent organisational skills. Excellent interpersonal and communication skills. Evidence of strategic and analytical thinking with problem-solving skills. Excellent influence and negotiation skills. Strong ability to write high level briefings and papers to senior managers and committees. Ability to assimilate complex information. Excellent presentation skills to present a range of concepts and analysis to senior managers, directors, senior clinicians and professionals in the wider health community. Must be able to manage varying levels of understanding The ability to produce excellent quality work to tight and demanding deadlines. Ability to use the Microsoft Office software package to a sufficiently high level.

Welsh Language Skills are desirable levels 1 to 5 in understanding, speaking, reading, and writing in Welsh.
