Job summary
To be a key member of the Cwm Taf Morgannwg University Health Board (CTMUHB) Pharmacy Leadership Team as well as a member of both the CTMUHB Antimicrobial Stewardship (AMS) and Immunisation Leadership teams.
To lead on local implementation of the National Action Plan (NAP) for antimicrobial resistance, delivering on national indicators for AMS in CTMUHB, and support the delivery of the National Immunisation Framework (NIF) for Wales.
To lead a dynamic team in delivering an effective antimicrobial stewardship and immunisation service: supporting managers and staff across all care groups and the immunisation directorate, regional COVID vaccination programme, and wider health system(s).
Use expert knowledge to support vaccination across CTMUHB, ensuring awareness of the relevant characteristics of the vaccines and the implications this has for vaccine efficacy and patient safety.
The post holder will undertake analysis of complex data and produce reports to support delivery of the work programme and provide assurance on delivery to key stakeholders.
The post holder will establish good working relationships with all senior stakeholders and provide support to project and work stream leads across directorates and throughout the wider region.
It should be noted that as this is an evolving programme of work and roles and responsibilities may change over time. The post holder will therefore be required to work flexibly to support the needs of the team.
Main duties of the job
Work within the overall strategic objectives to devise, implement and monitor the agreed strategy.Develop and implement qualitative and quantitative measures to determine performance against the organisational strategy. Report progress against the strategy through personal representation at senior management forums and by written reports. Tailoring delivery to meet the needs of the audience.Ensure that best practice is developed and delivered at organisational and departmental levels.Ensure that appropriate strategies are employed in line with business objectives and that these are fully cascaded.Support and contribute to formal negotiations with senior level internal and external stakeholders, providing a high level of negotiating expertise to secure the most advantageous arrangements.Track progress against plans and transition milestones, ensuring appropriate processes are in place to flag issues, risks and concerns with the relevant stakeholders.Devise, manage and update policies and procedures, ensuring the adoption of best practice methodology, rules, standards and thresholds.Support the creation and locally implements the operational strategy and business plan, clearly identifying links to national, regional and local priorities and policy objectives. Contribute to the development and implementation of general policy and service development.

Person Specification
Qualifications Essential
Vocational Master's Degree in Pharmacy. Registered with the General Pharmaceutical Council. Member of the Royal Pharmaceutical Society (RPS). Working towards RPS faculty membership within 12 months of appointment. Postgraduate Diploma level qualification in Clinical or Hospital Pharmacy, or equivalent clinical experience, skills and knowledge.
Desirable
Registered independent prescriber. Formal qualification in leadership and management.
Knowledge Essential
Good knowledge of medicines management issues between primary and secondary care. Comprehensive clinical and pharmaceutical knowledge. Advanced knowledge of clinical pharmacy and evidence-based therapeutics. Ability to develop and implement highly complex and contentious plans and strategies.
Desirable
Responsible Person Cogent Gold Standard Training Certification Registered independent prescriber. Extensive knowledge of government and NHS knowledge and strategy related to antimicrobial use. Extensive knowledge of the organisation of the NHS and that of unscheduled care services. Knowledge of the principles of clinical governance and its application across health services. An in depth knowledge and understanding of the standards of care for patients requiring antimicrobial interventions.
Experience Essential
Subject matter expertise across a number of key areas relating to vaccines, vaccine delivery and medicines legislation. Hospital/managed sector pharmacy experience including clinical pharmacy. Experience of training and supervising staff. Experience of producing medicines use and expenditure reports.
Desirable
Experience of planning audit or research. Experience of managing a team/service. Experience of implementing change. Experience of working with IT platforms relevant to the role e.g. Welsh Immunisation System, Q-pulse Experience of publishing clinical cases/research and clinical papers in peer-reviewed journals. Advanced clinical practice knowledge of infectious diseases management and services.
Skills Essential
Excellent verbal and written communication skills. Excellent teaching/training/mentoring skills. Experience of working in complex organisational, political and social environments to lead strategies and influence policy decisions.
