Job SummaryYou will serve as a Procurement & Acquisitions Manager in the Naval Architecture and Engineering Department of CARDEROCK DIV NS This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.

QualificationsYour resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing contract package development, Simplified Acquisition Program (SAP), GPC/MILSTRIP, IPT/TEB development and process, acquisition strategy development, ERP navigation, Acquisition Management Systems, Purchase Request Tool (PRT) systems and workflows. Major DutiesYou will oversee the Acquisitions Branch in the knowledge areas of Acquisition strategy and procurement activities for the Naval Architecture and Engineering Department (Code 80).You will oversee areas to include large contract development, Simplified Acquisition Program (SAP), and micro-purchasing (GPC and MILSTRIP) for the Naval Architecture and Engineering Department.You will develop and maintain metrics that characterize the acquisition health of Code 80 and the performance of the acquisition workforce within Code 80.You will oversee and guide contract package development in alignment with Code 02 requirements and is accountable for timely awards.You will organize and oversee IPT and TEB development and processes.You will advocate for changes that can reduce overall cost to our sponsors.You will develop and publish standardized processes/procedures associated with acquisition and procurement management.You will provide advice and expertise to Department leadership to assist in devising acquisition policy and procedure.You will set performance expectations with employees, and periodically meet with them to make sure they are on target for success in their work context.
