A leading London public sector organisation is seeking a Senior Programme Officer to support the delivery of a major energy efficiency and retrofit programme aimed at improving homes for low-income households across London.
This is a highly stakeholder-focused role, sitting at the heart of a live grant-funded programme that helps residents reduce energy bills, tackle damp and cold homes, and improve property energy efficiency. You'll join during a period of change, supporting the transition to a new delivery model whilst ensuring residents, borough partners and installers continue to receive a high-quality service.
The Role
As Senior Programme Officer, you'll act as a key link between residents, borough stakeholders and delivery partners, helping to ensure successful programme delivery across multiple London boroughs.
Key responsibilities include:
Acting as a first point of contact for resident queries and complaintsInvestigating complex cases and drafting clear, professional written responsesBuilding and maintaining relationships with borough partners and delivery organisationsSupporting the delivery of a large-scale grant-funded retrofit programmeCoordinating with internal teams, contractors and external stakeholdersMonitoring programme activity and escalating risks or delivery issues where requiredEnsuring residents receive a positive experience throughout the scheme What We're Looking For
We're particularly interested in candidates who combine strong stakeholder engagement skills with experience supporting residents, service users or vulnerable communities.
Essential experience:
Strong partnership and stakeholder management experienceExcellent written communication skills, including responding to complaints or complex enquiriesExperience working directly with members of the publicBackground within local government, housing, charities, community organisations or the wider public sectorAbility to quickly understand and navigate complex processes or programmesEmpathetic, solutions-focused approach when dealing with challenging situations Desirable experience:
Energy efficiency, retrofit, sustainability or fuel poverty programmesGrant-funded programme deliveryHousing association or local authority experienceExperience working alongside contractors or delivery partners
