QualificationsMILITARY REQUIREMENTS: This is an excepted service position that requires membership in a compatible military grade in the Alabama Army National Guard. SPECIALIZED EXPERIENCE: 1 year equivalent to at least next lower grade level. Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
Major Duties(1) Develops short and long term training plans (5 years and more) for the state. Reviews and analyzes regulations, directives and documents of higher, lower and adjacent headquarters to ensure training objectives are identified and met. Evaluates plans to ensure compliance with training regulations, guidance and policies. Identifies weaknesses and problem areas in training plans, Forces Command (FORSCOM) 1Rs (evaluation of training activities) and schedules. Evaluates units overall effectiveness to accomplish the ARNG mission. Recommends and develops solutions, procedures or alternatives to accomplish training objectives and goals. Provides guidance and assistance to major commands regarding readiness, plans and schedules. Develops transportation and support requirements for military airlifts necessary for mission accomplishment. Provides advice to subordinate commands on military operations. (2) Serves as state's marksmanship coordinator. Coordinates resources to ensure units have a viable ongoing unit marksmanship program as outlined in ARNG policy. Promotes the marksmanship program to commanders. Encourages active participation. Researches, identifies and analyes problems inherent to marksmanship. Develops viable solutions to resolve marksmanship problems. Recommends courses of action to Training Administrator, POT0 and commanders. (3) Reviews FORSCOM 5 year exercise plans. Coordinates changes with Adjutant General staff, Continental United States Army(CONUSA), NGB and major organizations/installations. Evaluates exercise plans. Recommends priorities to accomplish training objectives. Determines training needs through analysis and interpretation of a wide variety of directives, regulations and training objectives of DA and NGB. Analyses training evaluation programs. Develops surveys and questionnaires to evaluate training effectiveness. (4) Analyzes the 5 year Overseas Deployment Training (ODT)Plan. Coordinates and disseminates changes to the ODT Plan with CONUSA, NGB, TAG staff, USPFO and units. Attends and participates in CONUS, OCONUS major command conferences and training meetings. (5) Manages Key Personnel Upgrade Program (KPUP). Develops KPUP opportunities with CONUS and OCONUS active component commands. Coordinates with CONUS, OCQNDS, UACOWS, NGB and ARNG units during execution of training opportunities. Develops plans, policies and guidelines for state KPUP. (6) Manages Technical Assistance Program and Special Training Program. Reviews requests for active component support, staffs requests for technical assistance and prepares recommendations to Training Administrator. Drafts instructions and guidance to units with approved assistance missions. Coordinates with CONUSAs, Readiness Groups and various military installations. (7) Develops plans and procedures for directed and nondirected training to include affiliation, round out and split unit out-of-state. Disseminates training opportunities and invitations and coordinates with active and reserve units to consummate training. Reviews and recommends action on requests for utilization of training facilities at active installations or other agency facilities and coordinates scheduling of their use. (8) Manages Nuclear Biological Chemical (NBC) Program. Identifies individual, collective and team training requirements. Ensures proper testing methods and procedures are employed. Ensures specialized training requirements are met (medical, aviation and weapons qualifications). Serves as a technical expert in NBC. (9) Manages Physical Training (PT) Program. Monitors testing and evaluates results of command level program. Performs profile tracking. Evaluates trends for identifying strengths and weaknesses of the program. Provides recommendations on overall direction of state level PT program. (10) Coordinates on displaced equipment training and new equipment training with staff management officials as required. Provides budget input for special training activities for the state operating budget and mid-year review. (11) Acts for the supervisor in his/her absence. May participate as a member of the Force Wodernixation Committee and state Readiness committee. (12) Performs other duties as assigned.
