About the Role

We are seeking a Sr. Campaigns Manager, Federal to own integrated campaigns for Horizon3's Federal and Public Sector business: civilian agencies, the DoD, the Defense Industrial Base, and SLED. You will build campaigns that fit how government buys, including budget cycles, procurement vehicles, compliance mandates, and partner-led sales, and hold them to the same pipeline ROI standard as the commercial business.

You will report to the Director, Marketing Campaigns & Operations and work in close partnership with Federal sales leadership, the Sr. Federal Field Marketing Manager, channel field marketing, Carahsoft, and Federal channel partners. Your job is to put Horizon3's strongest Federal proof points, including FedRAMP High authorization and NSA CAPT program participation, in front of the right agencies and programs in the right format.

This role requires someone who understands how the Federal government buys, how Defense Industrial Base suppliers operate, and how to design campaigns that work within procurement cycles and compliance constraints.

What You'll Do

Federal Campaign Strategy and Planning

Own and execute the Federal campaign plan, aligned with Federal fiscal years, procurement cycles, and sales priorities.

Segment the market (Civilian, DoD, DIB, SLED) and partner with sales leadership to build target account lists.

Map buying groups for priority agencies and programs, including security/IT leaders, program offices, and key influencers.

Develop campaign briefs centered on key compliance and security drivers (e.g., CISA KEV, CMMC, FedRAMP, continuous security validation).

Campaign Execution

Execute multi-channel campaigns using email nurtures, targeted ads, webinars, content, and industry media.

Orchestrate agency- and program-level plays with SDR and partner outreach, ensuring compliance with Federal ethics rules.

Align with the Sr. Federal Field Marketing Manager to integrate digital campaigns before and after field events.

Partner with Product Marketing to create Federal-specific messaging, compliance mapping, and proof points.

Partner and Channel Campaigns

Collaborate with channel teams, distributors (e.g., Carahsoft), resellers, and SIs on joint demand generation and co-branded campaigns.

Manage partner marketing funds as performance investments tied to pipeline targets.

Sales Alignment and Measurement

Serve as the primary campaign partner to Federal sales leadership, driving alignment on account engagement and follow-ups.

Define long-cycle KPIs: agency engagement, meetings booked, sourced/influenced pipeline, CPO, and stage progression.

Work with Marketing Operations to ensure accurate campaign attribution in Salesforce.

Report performance to marketing and sales leadership with clear optimization recommendations.

Act as a Federal subject matter expert (SME) for the broader marketing team. (Individual contributor role; no direct reports.).

What You'll Bring

6+ years of B2B campaign, demand generation, or ABM experience, with significant focus on the Federal or Public Sector market.

Deep understanding of Federal buying motions, procurement constraints, budget cycles, and channel-led sales.

Proven track record of driving pipeline across at least two segments: Civilian, DoD, DIB, or SLED.

Hands-on experience running co-marketing programs with Federal distributors, channel partners, and SIs.

Familiarity with Federal cybersecurity frameworks (e.g., FedRAMP, CMMC, FISMA, CISA KEV) and how to translate them into compelling campaign themes.

Strong cross-functional collaboration skills across sales, SDRs, channel partners, field marketing, and product marketing

What Sets You Apart?

Experience in cybersecurity, DevSecOps, or adjacent B2B security markets.

Familiarity with Carahsoft and the broader Federal distribution ecosystem.

Background in or direct exposure to the Defense Industrial Base (DIB).

Experience with NSA, CISA, or DoD programs, with the ability to engage credibly with security practitioners.

Experience with marketing automation platforms and Federal field program support.

Based in the Washington, D.C. metro area.

Familiarity with the broader GTM stack (e.g., Chili Piper, Zuddl, RevSure, Nooks, Clay, Influ2, Reachdesk).

Travel Requirements

This role requires up to 40% travel for Federal sales alignment, partner planning, key industry events, and internal offsites. Travel will be concentrated in the Washington D.C. metro area. Job-related travel expenses are reviewed and must be approved by your manager.

In accordance with various State’s transparency regulations, we provide the following salary range information for this position:

Base salary range: $145,000 - $185,000 annually. The exact salary will be determined based on the selected candidate’s location, qualifications, experience, and relevant skills.

Additional compensation: All full-time roles are eligible for an equity package in the form of stock options.
