The GFO administers PG&E’s $15B loan with the U.S. Department of Energy (DOE), delivering $1B in customer savings while maintaining strict compliance with all loan requirements. As a member of this team, you will work closely with talented and mission-driven colleagues across Finance, Major Projects, Procurement, Environmental, Legal, and Policy to ensure successful award execution and compliance. Position Summary The Expert Risk and Compliance Analyst role is focused on the development, execution, and support of enterprise-wide federal contract compliance management activities designed to increase program maturity and performance across PG&E. The role will be responsible for: Helping to provide assurance over the Federal Contract Compliance program, procedures and systems, including responsibilities related to effective management of federal grant and loan compliance Supporting business partners and Risk and Compliance expert to Functional Areas. Understanding the general business environment and associated risks and compliance requirements of federal contracting across the enterprise, including federal grants and loans. Identifying and assessing federal contract compliance requirements and operational risks, helping requirement owners develop controls and metrics and evaluate for effectiveness, evaluating control deficiencies, supporting the design of mitigating activities, and helping to facilitate and publish policies and standards, in line with compliance objectives and/or established risk management protocols. Supporting a governance structure that enables Functional Areas, departments and coworkers 1) to conduct business in compliance with applicable laws, regulations and policies related to federal contract compliance; and 2) identify, manage and mitigate federal contract compliance risks that can affect the business. Helping train and engage employees and leaders throughout the company in federal contract risk and compliance to ensure understanding of compliance requirements, risk management principles and other needed items to support organization-wide awareness and facilitate LOB behaviors related to risk and compliance. Major areas of responsibility typically include the following: Compliance Support: Support, implement, facilitate and provide assurance over Federal Contract compliance program to meet compliance requirements, especially those related to federal grants and loans. Implement federal contract compliance-related processes and activities such as intake of federal contract awards and modifications, System for Award Management certifications, regulatory requirements monitoring and change management, training for those working with federal government contracts, and monitoring of compliance with federal acquisition regulations. Partner with Functional Areas to: understand and document Federal contract compliance obligations and associated controls and business processes. Complete or coordinate compliance validation activities and control effectiveness testing activities. Assess and resolve complex control deficiency issues and ensure that remediation actions are effective. Assess and analyze complete regulatory requirement issues to determine impact and remediation efforts. Assess compliance risk and design control risk mitigation plans and support business implementation. Track and report key compliance metrics. Job Responsibilities The Compliance & Risk Consultant, Expert will report to the Manager, Award Admin. & Compliance in the Government Funding Office. Responsibilities will ensure compliance with Prevailing Wage and Related Acts related to federal loans, grants, and/or tax credits. Manage the compliance certification of open construction projects by reviewing Payroll data, flagging and resolving anomalies, facilitating compliance through regular meetings with key compliance stakeholders on each project, and notifying the certifying officer when the data is ready for certification. Help drive continuous improvement in managed programs; consistently demonstrating innovative new thinking focused on compliance strategy, performance and implementation. Work with reporting and compliance support vendors to complete pre-construction activities for projects receiving federal funding including project set up, validation of relevant wage determinations, entry of relevant documents, facilitation of job mapping, and expediting conformance requests. Facilitate project closeout by ensuring all open items in compliance portal are addressed; coordinating with PG&E construction supervisors and subcontractors to closeout and resolve all open items; notifying certification vendor that the project is ready to close; and storing all relevant project documentation in a designated secure location in line with data retention requirements. Help to facilitate and publish policies and standards, in line with compliance objectives and/or established risk management protocols. Track and report key compliance metrics. Collaborate with business partners across the company with compliance management responsibilities to establish controls to monitor on-site compliance of requirements and support coordination and collaboration among areas that share compliance obligations. In addition, the Risk and Compliance Expert Analyst may: Assist with the development and maintenance of the GC ERC functional area compliance program, including program development and operations activities; Develop and coordinate preparation of presentation materials for various levels of management; Assist other compliance-related projects and activities, as directed. Qualifications Minimum --------------------------- BA/BS or equivalent work experience in Management, Business, Finance, Behavioral Sciences, Risk, Compliance or related discipline, or equivalent experience 7 years of relevant business experience, such as risk and compliance management, or related field or equivalent experience Desired --------------------------- Prior experience in any of the following: Risk or compliance management in utility operations or other highly regulated field Federal contracting (including grants and loans) and Federal Acquisition Regulations Ability to work independently with guidance on only the most complex issues; Application of demonstrated knowledge and skill to resolve complex problems; Ability to identify and implement program and process improvement opportunities, including competency in making sense of complex and sometimes contradictory information to effectively solve problems; Ability to effectively communicate highly complex data and findings to diverse audiences using a variety of media; Skill in facilitating discussions and meetings as needed to perform at the job level; Certified Compliance and Ethics Professional certification, or equivalent; Familiarity with the MetricStream, LCPTracker, or other, similar, Governance, Risk, and Compliance (GRC) solutions.
