Requisition Id 17248 Overview: Oak Ridge National Laboratory (ORNL) is seeking a Systems Engineering Manager for the Second Target Station (STS) project. The STS is an ~ $2 Billion, Department of Energy project to be constructed at the ORNL Spallation Neutron Source (SNS). The STS will provide wholly new capabilities for the study of a broad range of materials with neutron scattering and support thousands of users from the physical, materials, and applied sciences and industry. The science capabilities provided by the STS will complement those of the two existing DOE Office of Science neutron scattering user facilities at ORNL, the First Target Station (FTS) of the SNS and the High Flux Isotope Reactor (HFIR). The STS will deliver the highest peak brightness of cold neutrons in the world, which together with advances in neutron optics, instrumentation, and detectors, will ensure US leadership in neutron scattering for decades to come. The STS Systems Engineering Manager will lead and coordinate the systems engineering and integration of all technical systems and subsystems for the Second Target Station (STS) project. This position reports to the STS Project Manager. Develop, implement, and enforce engineering policies, procedures, and standards for design, documentation, fabrication, installation, and handover to operations, consistent with DOE, ORNL, Environment, Safety & Health (ES&H), and Quality Assurance (QA) requirements. Coordinate systems engineering and integration across the STS Project, ensuring designs meet scientific, technical, and engineering requirements. Lead design reviews with system managers and technical leads to coordinate specifications and designs across system boundaries and evaluate design process performance to drive continuous improvement in design maturity, deliverable quality, and interface coordination. Lead the Design Services Group, integrating mechanical, drafting, and CAD resources into all phases of design and engineering. Establish project-wide CAD standards and configuration management processes covering drawings, specifications, analyses, and interface control documents, ensuring model consistency and traceable updates. Define and maintain interface responsibility documentation so system managers understand ownership of technical boundaries and cross-system dependencies. Ensure project processes comply with ES&H and QA requirements, including integrating hazard, safety, and engineering analyses into design decisions. Participate in project risk management, including technical risk identification, mitigation planning, and Change Control Board processes. Provide technical leadership across the Accelerator, Target, Instrument, Conventional Facilities, and Integrated Control Systems teams to resolve cross-disciplinary engineering issues, and mentor matrixed engineering, drafting, and CAD personnel with clear expectations and direction. Represent Systems Engineering and the STS Project at reviews, conferences, workshops, and other scientific and engineering forums, and prepare presentations and responses for technical reviews, advisory committees, and oversight bodies. Basic Qualifications: A BS degree in a science or engineering related field. At least 12 years of engineering experience, including proven success in managing engineering or physics teams and design integration for complex first-of-a-kind equipment. Experience coordinating technical work with sponsors, vendors, partners, and project team members. Must be available for some domestic and international travel. Preferred Qualifications: 20+ years of engineering experience including 5+ years of management and integration experience. Previous leadership experience within a complex engineering environment, preferably on a large DOE project. Experience leading engineering design and configuration management processes. Knowledge of DOE project management requirements. Experience with neutron science or accelerator-based projects. Visa sponsorship is not available for this position.
