Job summary
The postholder will report directly to and support the Trust Hard FM Manager, undertaking the day-to-day monitoring, inspection and assurance of outsourced Hard Facilities Management services across community sites throughout the Trust's five boroughs, working flexibly across locations according to operational need.
Working within Trust policies, statutory requirements and contractual arrangements, the postholder will provide operational oversight of Hard FM service delivery, monitoring contractor performance, planned and reactive maintenance, statutory compliance and quality standards. The role will undertake site inspections, monitor outstanding works and contractor performance, and act as a key liaison between Trust services and the Hard FM provider to ensure issues are identified, escalated and progressed to satisfactory completion.
The postholder is not responsible for the direct delivery or supervision of maintenance services but will support the Trust Hard FM Manager in ensuring contracted services are delivered safely, effectively and in accordance with contractual requirements.

Main duties of the job
Support the Trust Hard FM Manager in monitoring and assuring outsourced Hard FM services across Trust sites. Monitor contractor performance against specifications, KPIs, SLAs and contractual requirements. Undertake site inspections and quality checks of planned, reactive and remedial maintenance, escalating delays, backlogs and recurring failures. Monitor statutory compliance, maintenance records, certification and contractor evidence against relevant legislation, HTMs, HBNs, health and safety and estates standards. Monitor contractor attendance, response and completion times using CAFM systems and performance data. Inspect completed works and contractor compliance with Trust procedures, permits to work, safe systems of work and site requirements. Liaise with clinical and non-clinical services, Estates & Facilities teams and the Hard FM provider to resolve estates issues. Identify and escalate operational risks, compliance concerns, service failures and contractor performance issues. Support investigations into contractor incidents, complaints and service failures, tracking actions to completion. Maintain inspection, audit and performance records and support KPI reporting, dashboards and management information. Support financial and commercial contract monitoring as required. Promote safety, quality, customer service and continuous improvement, working flexibly across Trust sites to support service continuity and resilience.

Contract Monitoring and Performance
Support the Trust Hard FM Manager in monitoring outsourced Hard FM services to ensure delivery against contractual requirements, KPIs, SLAs and service standards. Assist in monitoring compliance with relevant legislation, Health Technical Memoranda (HTMs), Health Building Notes (HBNs) and Trust requirements. audits and regulatory inspections. Qualifications Essential
Level 3 technical qualification or equivalent experience in building services, estates, facilities management, contract monitoring or a relevant trade, supported by practical knowledge of maintenance, compliance or facilities operations in a complex environment
Desirable
City & Guilds Level 3 HNC or IOSH Working Safely
Skills Essential
Ability to monitor contractor performance against KPIs, SLAs and service specifications. Ability to undertake site inspections and record findings accurately. Ability to use CAFM or similar systems to review maintenance activity and performance information. Ability to communicate effectively with clinical, non-clinical and contractor stakeholders.
Experience Essential
Experience of estates, facilities, building maintenance, contract monitoring or operational assurance in a complex environment Understanding of statutory compliance, health and safety requirements, planned and reactive maintenance processes, and the importance of accurate records in supporting safe service delivery
