An Exciting Leadership Opportunity
Phoenix Health PCN is seeking an experienced and forward-thinking PCN Manager to provide strategic leadership, governance oversight and organisational support across our Network.
Working closely with the Clinical Director, PCN Board and member practices, you will play a key role in shaping the future direction of the PCN, ensuring effective governance and supporting the successful delivery of strategic priorities that improve patient care across our communities.
This flexible, part-time role is ideally suited to an experienced Primary Care or NHS leader who enjoys working collaboratively, influencing system-wide improvements and providing strategic oversight while supporting the day-to-day operational leadership delivered by the PCN Operations & Workforce Lead.

Phoenix Health PCN brings together three GP practices across Buckinghamshire working collaboratively to deliver more coordinated, accessible, and proactive healthcare for our local communities.
Our multidisciplinary team includes Health and Wellbeing Coaches, Clinical Pharmacists who support safe and effective medicines management, Pharmacy Technicians who assist with repeat prescribing and medication reviews, Care Coordinators who help patients navigate health and social care services, and Paramedics who provide timely assessment and urgent care within the community.
As demand grows and the needs of our population become increasingly complex, we are committed to strengthening our workforce further. We aim to expand our team with dedicated professionals who can help us provide tailored support to our most vulnerable patients such as those who may struggle with long-term conditions, frailty, social isolation, or barriers to accessing care. Key Responsibilities
Strategic Leadership
Support the Clinical Director and PCN Board in delivering strategic objectives and priorities. Lead on organisational planning and governance arrangements. Support development of the annual business plan and work programme. Identify opportunities for innovation, service improvement and collaborative working. Translate strategic priorities into clear, deliverable actions.Governance and Board Support
Attend and support PCN Board meetings. Prepare agendas, reports and supporting papers. Ensure accurate minutes and action plans are maintained. Monitor progress against agreed actions and Board decisions. Maintain governance documentation, policies and risk registers. Ensure compliance with the PCN DES and relevant NHS requirements.Leadership and Line Management
Provide line management and professional support to the PCN Operations & Workforce Lead. Conduct regular one-to-one meetings, objective setting and appraisal discussions. Provide coaching, mentoring and leadership support. Escalate significant risks and challenges where appropriate.Performance and Financial Oversight
Monitor delivery against PCN objectives and contractual requirements. Review performance data and provide assurance to the Board. Support oversight of budgets, funding streams and resource planning. Identify risks and opportunities for improvement.About You
We are looking for an individual who can bring:
Significant experience within Primary Care, PCNs or the wider NHS. Strong understanding of the PCN DES and Primary Care Network operating model. Knowledge of NHS governance, performance and organisational structures. Experience of workforce, financial and operational management. Excellent leadership, communication and stakeholder engagement skills. Knowledge of information governance and data protection requirements. Experience Essential
Significant experience of working within General Practice, Primary Care or the NHS. Previous experience in a Practice Manager, PCN Manager or equivalent healthcare management role. Experience supporting Boards, committees or senior leadership teams. Experience of governance, operational management and organisational development. Experience line managing or supervising staff. Experience managing multiple stakeholders and competing priorities. Excellent organisational and planning skills. Strong leadership and interpersonal skills. Excellent written and verbal communication. High-quality report writing and minute-taking skills. Ability to analyse information and provide clear recommendations. Excellent IT skills, including Microsoft Office 365. Ability to work independently with minimal supervision.
Skills and knowledge Essential
Strong understanding of Primary Care Networks and the PCN DES. Knowledge of NHS governance and organisational structures. Understanding of workforce, finance and performance management within primary care. Knowledge of information governance and data protection requirements.
