The Livewell Southwest Estates team provide both planned and reactive maintenance to buildings across Plymouth and the surrounding area. It is the responsibility of the Estates team to ensure that buildings are compliant with all current legislation and are kept in good condition to enhance the patient and staff experience.

Must be able to work independently or as part of a team and with limited direct supervision as circumstances require. The post holder will have responsibility for the technical overseeing and supervision of mechanical installations and maintenance carried out by directly employed, agency or contract maintenance staff and contractors.

Required to foster good working relationships with customers, service users, managers, contractors and staff at all levels and at all times. The post holder will communicate with various disciplines in an effective manner using tact and diplomacy in often difficult situations, ensuring confidentiality is maintained when appropriate.

Main duties of the job

To work as a member of a multi-tasking maintenance team providing professional and technical leadership with an effective and efficient customer-focused maintenance service to provide a fit for purpose estate and environment to all Livewell Southwest owned, leased or rented properties.

To undertake maintenance, installation and repair work for mechanical services and equipment including heating systems, plumbing, water distribution systems, drainage systems, and related building services.

The post holder will be required to carry out routine maintenance and repair of a range of mechanical equipment within Livewell Southwest hospitals, health centres, clinics and administration buildings including heating systems, hot and cold water systems, foul and rainwater drainage, sanitary ware, medical gas systems, air handling equipment and associated mechanical plant, equipment and processes.

Whilst the primary task is to undertake plumbing and mechanical works, the post holder is expected to have a flexible approach and be prepared to turn their hand to several maintenance tasks associated with other disciplines including basic electrical, decoration, carpentry and building work.

This role may not be eligible for sponsorship under the Skilled Worker route.

Job description Job responsibilities

o Undertake tasks appropriate to the Plumber role as delegated by line management or helpdesk, managing and prioritizing workload effectively.

o When assessed as competent by Line Management, to undertake tasks and duties outside core working hours as an on-call Duty Engineer, in accordance with published rosters and as directed by Line Management.

o The post holder will be expected to undertake maintenance and repair of a range of mechanical equipment and systems including but not limited to:

- Hot and cold water distribution systems

- Heating systems and component parts thereof

- Foul and rainwater drainage systems

- Sanitary ware and associated equipment

- Medical gas systems

- Air handling equipment and ventilation systems

- Pumps and associated equipment

- Pressurisation units

- Calorifiers and water heaters

- Thermostatic mixing valves

- Water treatment systems

- Macerators

- Associated mechanical plant and equipment

o Be responsible for the technical overseeing and supervision of all mechanical installations and maintenance carried out by all directly employed, agency or contract maintenance staff and maintenance contractors.

o Monitor quality related maintenance and minor improvement work undertaken by Trust maintenance staff and contractors, to confirm compliance, timescales, standards and value for money against measured service level agreements.

o Monitor and report to the Maintenance Manager and customers in relation to Key Performance Indicators.

o Be responsible for pricing New Works Requests (NWR) ensuring these are completed within appropriate deadlines, arranging completion of these works following authorization.

o Assist in the allocation of staff daily work, prioritizing as required whilst motivating the team to achieve the end result.

o Liaise with the helpdesk in prioritising maintenance requests and respond to mechanical services related incidents as they arise, advising on appropriate course of action.

o Be responsible for carrying out risk assessments and advising on the safe working practices of all related maintenance staff.

o Plan and develop, in conjunction with the Maintenance Manager, appropriate training for mechanical maintenance staff to ensure the team are up to date with current legislation and new working practices.

o Advise the Maintenance Manager of any problems or hazards likely to be encountered including existing installations that appear substandard or fail to meet current regulations as it becomes apparent. Isolate or make safe any installation that presents a danger to staff, visitors or patients to always ensure highest levels of safety.

o Be responsible for providing advice to the Capital Project team or other external bodies on mechanical installations/works within Livewell Southwest's building stock.

o Be responsible for advising on planned preventative maintenance systems to confirm that all scheduled items are undertaken in the most efficient and effective manner and review regularly.

o Undertake appropriate fault finding, investigation and testing as appropriate to the work. Capable of diagnosing and repairing complex faults in mechanical building services including fault finding and solving complex issues with plumbing.

o Ascertain and obtain materials, equipment and components that in your judgment represent value for money for the maintenance task. Monitor the purchase and distribution of maintenance supplies and equipment for the department taking into account cost, reliability and quality. Keep accurate records of stock levels for stores. Undertake the work in a safe and workmanlike manner, within reasonable timescales.

o Be responsible for raising purchase orders for external companies as required, ensuring correct codes and due diligence is undertaken.

o Be responsible for maintaining appropriate tools and equipment for the safe undertaking of all maintenance works.

o The position is likely to necessitate training either to keep up to date with new regulations, or to implement safe systems of work.

o Liaise with contractors where they have been employed to work in conjunction with the work detailed to ensure efficient and effective operations. Be responsible for attending pre-contract and progress meetings in order to provide specialist advice on potentially complex matters such as mechanical regulations.

o Liaise and negotiate with contractors in regard to minor project work.

o Undertake the necessary training, work-experience and competence assessments to become an Authorised Person (AP) for water and other mechanical disciplines in accordance with HTM 01-08.

o As required, undertake duties associated with cover of the Dental Services Sterilisation requirement under HTM 01-05.

o Provide advice and guidance to contractors and project managers in relation to mechanical installations and reactive work.

o Be responsible for confirming that all work undertaken on all Livewell Southwest sites are undertaken to all Statutory and other relevant Regulations, Codes of Practice, in particular to those related to Health and Safety, Compliance, HTMs 01-08 and the organisation's Standing Financial Instructions.

o Participate in maintenance reviews as required and conduct user satisfaction surveys.

o Implement and contribute to policy and service development in relation to own area.

o Pay particular need to keeping abreast of policies and procedures relating to administration and Health and Safety, HTMs 01-08 and carry out risk assessments as appropriate.

o Keep abreast of all Estates developments to ensure proper pre-planning of resources and service requirements.

Person Specification

Qualifications Essential

City and Guilds parts 1 and 2 or NVQ Qualification level 3 in Plumbing or demonstrable relevant experience. Full and clean driving licence Evidence of continuing professional and personal development Water Regulations (WRAS) trained

ONC or equivalent in a relevant engineering discipline AP Water and Confined spaces training (or ability to undertake) Mechanical to approved status of JIB (electro technical) graded Competent to carry out portable appliance testing.
