Position Description: Performs specialized analytical duties in the operation and maintenance of assigned area. Responsibilities include collecting, analyzing and developing data relative to area, making recommendations and assisting in implementation of projects. Work is performed under general supervision with latitude for independent judgement in accordance with established policies and procedures.

Major/Essential Functions: • Understand relationships between financial data sources, tables, fields, account structures, and business rules to support accurate financial reporting and analytical models. • Develop a strong understanding of institutional financial data and interpret financial information to identify trends, variances, anomalies, and potential data issues requiring further analysis. • Design, develop, modify, and maintain IBM Cognos reports, dashboards, queries, and visualizations, with Cognos serving as the primary reporting and analytical platform. Develop and support Power BI dashboards as needed. • Validate and reconcile financial reports against source systems and financial records to ensure accuracy, consistency, and completeness. • Create, modify, and maintain Cognos Framework Manager models and packages to support financial and operational reporting requirements. • Create and maintain Cognos data modules and ensure reporting models follow established standards and best practices. • Develop calculated fields, financial metrics, prompts, filters, drill-through functionality, and other reporting features necessary to support financial analysis and reporting. • Maintain Cognos folders and reporting content to ensure reports are current, accurate, organized, secure, and functioning as intended. • Maintain documentation and change logs for Cognos reports, data modules, and Framework Manager packages, including requests, changes, testing, and completion information. • Develop and maintain documentation for financial data definitions, calculations, business rules, reports, Framework Manager packages, and reporting procedures. • Follow organizational data governance, financial data security, and access-control standards when developing and distributing financial information. • Assist with Cognos environment administration, including folder organization, security, data-source connections, report access, and related administrative functions. • Troubleshoot Cognos reporting issues and provide end-user support for report access, prompts, filters, calculations, data interpretation, and report functionality. • Conduct Cognos and Power BI training for users at various skill levels and develop supporting training materials and documentation. • Distribute surveys and other data-collection instruments, analyze responses, and prepare reports and visualizations that communicate findings to stakeholders. • Monitor changes in financial reporting requirements, Cognos functionality, Power BI capabilities, and business intelligence practices and recommend process improvements. • Assist the Finance Systems Director with financial analysis, reporting initiatives, system implementations, data projects, and other special projects. • Remain current with all licensure, certifications and mandatory compliances and trainings required of this position. • Adhere to all policies, procedures and practices (Regents Rules, TTUS, HSECEP OPs, etc.). • Personally, and consistently, demonstrate, display and act in accordance with Texas Tech Health El Paso’s Values (Service, Respect, Accountability, Integrity, Advancement, and Teamwork). Required Qualifications: • Bachelor's degree required plus five years progressively responsible related experience.

Preferred Qualifications: • Bachelor’s degree in Finance, Accounting, Business Administration, Information Systems, Data Analytics, Data Sciences or a related field. • Experience developing and maintaining reports using IBM Cognos Analytics. • Experience with Microsoft Power BI, including development of reports, dashboards, data models, and visualizations. • Working knowledge of relational databases, data structures, and SQL. • Experience working with enterprise financial, ERP, or administrative systems is preferred.
