The successful post holder will:
Support Lead the Designated Nurses for Safeguarding children and adults in fulfilling the functions associated with the post as detailed in statutory / national guidance.In combination with other members of the ICB safeguarding team, lead and support all activities necessary to ensure that the ICB meets their responsibilities for safeguarding children, children looked after and adultsWhile the Designated Nurses for Safeguarding remain responsible, some tasks will be delegated to the Assistant Designated Nurse and they will be expected to act up in their absence.
The role is designed to build a combination of subject matter expertise and technical skills to develop a strong service delivery.

Main duties of the job
Ensure the ICB meets all statutory safeguarding duties as defined in related documents including the Safeguarding Accountability and Assurance Framework (SAAF) 2024, Working Together to Safeguard Children 2023, Intercollegiate Documents for Children and Adults 20025 and all relevant legislation including:

You will provide:
Strategic leadership undertaking delegated responsibilities from the Lead Designated Nurse in your areaSystem assurance and quality oversight Partnership working across a range of multi-agency safeguarding boards and partnership arrangements to deliver effective safeguarding and key priorities and service improvements.Expert clinical advice across a range of safeguarding matters to support ICB staff in contracting, commissioning, quality roles, health economy staff in a range of strategic and operational roles and multiagency partnersCollaborate with Business Intelligence and analytics colleagues to integrate safeguarding performance and population risk indicators into commissioning decisions and monitoring frameworks.

You will be accountable for supporting the Designated Nurse for Safeguarding to
1. Strategic Leadership
1. Undertake delegated responsibilities in respect of the designated nurse function for safeguarding children and children looked after and adults.
2. In collaboration with the Designated Nurse foster excellent working relationships, at a senior level, on matters relating to strategic direction and policy interpretation and implementation of safeguarding
3. Establish links with regional and national networks in relation to safeguarding processes and review to inform future developments.
4. With the Designated Nurse provide timely and accurate translation and interpretation of national policy and legislation relating to safeguarding, putting this into context to enable policy and procedure development across the health service.
System Assurance and Quality
1. Support the Designated Nurse in developing, implementing and evaluating systems and processes, which provide the ICBs with assurance that commissioned services, have in place appropriate safeguarding arrangements.
2. Actively participate in use of the Safeguarding Commissioning Assurance Toolkit (safeguarding-CAT), oversee compliance audits, and ensure provider services meet SAAF indicators
3. Partake in ICB commissioner assurance visits and clinical quality assurance mechanisms to ensure that safeguarding is considered.
4. Advise and ensure that there is input of safeguarding expertise in the development of service specifications, contract performance measures and service level agreements with provider organisations, and in the review of their on-going performance.
Multi-agency Partnership
1. Deputise for the Designated Nurses at multi-agency partnership meetings including Safeguarding Childrens Partnerships and Adult board its subgroups and other safeguarding / partnership meetings as appropriate e.g. Domestic Abuse
Expert Clinical Advice
1. Provide safeguarding/child/adult protection and Mental Capacity Act health advice on policy development and case management to the ICB, commissioned services and partner agencies
2. Support commissioned services and primary care in developing and updating safeguarding policies and procedures in line with appropriate legislation, local and national guidance.
3. Support and contribute information, give advice to help resolve complex enquiries that may have legal, ethical and professional implications
4. Collaborate with Business Intelligence and analytics colleagues to integrate safeguarding performance and population risk indicators into commissioning decisions and monitoring frameworks.
Learning, improvement and Governance
1. Interpret and clearly communicate the highly sensitive health findings from serious case and learning lessons reviews, domestic homicide and LeDer to senior managers and staff within the multi-agency forum and other forums as required.
2. To ensure the learning and outcomes of the Health component from Local and National Child Safeguarding Practice Reviews/Learning Lessons Reviews/Domestic Homicide Reviews and LeDer are disseminated to safeguarding professionals
3. Lead or participate in case reviews and have oversight of complex cases, liaising with partner organisations as appropriate to provide employees with updates in respect of safeguarding adult investigations/enquiries

2. Provide and receive formal reflective/restorative supervision sessions, professionally documented, to support clinical decision-making and mitigate isolation.
