Job summary
London Ambulance Service NHS Trust is seeking an exceptional senior leader to join the Trust Operations Directorate as Deputy Director of Emergency Operations Centre.
Reporting to the Director of Emergency Operations Centre, you will be responsible for the safe, effective and resilient delivery of the Trust's 24/7 Emergency Operations Centre. The role provides strategic and operational leadership across emergency call handling, dispatch, clinical triage, clinical validation, remote consultation, workforce delivery, quality assurance and resilience.
Leading a large multidisciplinary workforce, you will drive operational performance, service improvement and transformation while maintaining the highest standards of patient care, safety and governance. Working closely with executive colleagues, system partners and clinical leaders, you will help shape the future delivery of urgent and emergency care services across London.
The role includes participation in the Trust's strategic on-call rota and providing senior leadership during major incidents and periods of significant operational pressure.
We are seeking an experienced senior leader with a proven track record of delivering operational improvement, leading large-scale services and managing complex organisational change.
Priority consideration will be given to eligible redeployment candidates in accordance with the Trust's Redeployment Policy.
Main duties of the job
Provide strategic and operational leadership for the Emergency Operations Centre and its services.
Lead delivery of operational performance, quality, workforce and financial objectives.Develop and implement the EOC's strategic, business and transformation plans.Lead workforce planning, organisational development and succession planning across the portfolio.Ensure robust governance arrangements are in place to manage risk, patient safety and service quality.Work with system partners, commissioners and healthcare providers to improve patient pathways and outcomes.Provide executive-level leadership during major incidents and periods of exceptional operational demand.Deputise for the Director of Emergency Operations Centre at local, regional and national forums.Lead service redesign, innovation and technology-enabled improvement programmes.Foster a culture of inclusion, accountability, continuous improvement and staff engagement.

Person Specification - Essential Criteria
Master's degree or equivalent senior leadership experience.Significant senior leadership experience within a complex NHS, healthcare, emergency services or operational environment.Experience leading large multidisciplinary teams and services.Evidence of delivering operational performance, transformation and service improvement.Experience of strategic workforce planning and organisational development.Strong understanding of governance, risk management and patient safety.Experience of financial and resource management.Excellent stakeholder engagement, influencing and partnership working skills.Experience of managing organisational change and developing high-performing teams.Ability to participate in strategic on-call and major incident arrangements.

Qualifications, Accreditations, Education Essential
A recognised ambulance clinical response qualification and evidence of ongoing professional development relevant to the clinical grade or commitment to achieving this within 12 months. Educated to masters level in healthcare leadership, operational management, emergency planning or another relevant field, with evidence of further advanced specialist development, or equivalent advanced theoretical and practical knowledge acquired through substantial postgraduate development and senior strategic experience. Evidence of senior leadership development (e.g. NHS Leadership Academy programmes or equivalent). Advanced theoretical and practical knowledge across EOC operations, urgent and emergency care, performance management, workforce planning, operational resilience, digital and technical infrastructure, financial management and large-scale service transformation. Detailed knowledge of the national, regulatory and system context governing emergency call handling, ambulance dispatch, clinical triage, operational resilience and urgent and emergency care.
Experience Essential
Substantial senior leadership experience with accountability for a large, complex, high-risk and continuously operating service. Extensive experience of leading several operational, technical, quality, workforce or support functions through senior managers. Experience of leading workforce planning, forecasting, scheduling and resource deployment in a demand-led 24/7 service. Experience of deputising for a Director or equivalent senior leader with delegated authority across a broad portfolio. Experience of leading large-scale transformation, service redesign or organisational change programmes and delivering measurable benefits.
