Finance & Payroll Coordinator( Open for PNG Nationals Only)

Organisation: ChildFund Papua New Guinea (CFPNG) Location: Port Moresby, Papua New Guinea Reports to: Finance & Operations Manager Direct Reports: None / As applicable Employment Type: Full-time

Position Purpose

The Finance & Payroll Coordinator is responsible for coordinating the day-to-day payroll and financial administration functions of ChildFund PNG, ensuring that payroll, financial transactions, reconciliations and related records are accurate, timely and compliant with ChildFund policies, donor requirements and applicable PNG legislation.

The position will work closely with the Finance & Operations Manager, HR and other teams to ensure effective payroll processing, financial controls, reporting and timely resolution of finance and payroll matters.

Key Responsibilities

Payroll Management

• Coordinate the monthly payroll process and ensure accurate and timely payment of staff salaries and benefits.

• Review payroll inputs, including new appointments, contract changes, salary adjustments, leave, allowances, deductions and staff movements.

• Ensure payroll records are complete, accurate and properly authorised.

• Coordinate statutory deductions and payroll-related payments in accordance with PNG requirements.

• Maintain accurate and confidential payroll records.

• Work closely with HR to ensure employee information and changes are correctly reflected in payroll.

• Respond to staff payroll queries and resolve issues in a timely and professional manner.

• Support payroll reconciliations and investigate discrepancies.

• Financial Administration

• Financial Administration

• Process and review financial transactions in accordance with CFPNG financial policies and procedures.

• Maintain accurate financial records and supporting documentation.

• Support accounts payable and receivable processes.

• Prepare and maintain financial reconciliations, including bank and payroll-related reconciliations.

• Ensure transactions are correctly coded to projects, budgets and appropriate accounting codes.

• Support month-end and year-end financial close processes.

• Assist with monitoring project expenditure against approved budgets.

Financial Reporting and Compliance

• Support the Finance & Operations Manager in preparing monthly financial reports and management information.

• Assist with donor financial reporting and ensure supporting documentation is complete and readily available.

• Support budget monitoring and variance analysis.

• Ensure compliance with ChildFund financial policies, donor requirements and relevant PNG legislation.

• Maintain appropriate documentation for audits and internal reviews.

• Follow up outstanding financial issues and ensure corrective actions are completed.

Internal Controls

• Apply and maintain strong financial controls across payroll and financial transactions.

• Ensure appropriate segregation of duties, approvals and supporting documentation.

• Identify potential errors, irregularities or control weaknesses and promptly raise these with the Finance & Operations Manager.

• Support implementation of recommendations arising from audits and financial reviews.Systems and Records

Systems and Records

• Maintain accurate and up-to-date finance and payroll records.

• Ensure relevant financial documentation is appropriately filed and accessible.

• Support the accurate use of CFPNG financial and payroll systems.

• Assist with system updates, data verification and reporting as required.

Coordination and Support

The Finance & Payroll Coordinator will work closely with:

• Finance & Operations Manager

• HR / People & Culture team

• Country Director and Senior Management Team

• Program and project teams

• ChildFund Australia finance and relevant support teams

• Banks, auditors and other external service providers as required

The position is expected to provide timely and professional support to staff while maintaining confidentiality and appropriate financial controls.

Key Selection Criteria

Essential

• Bachelor’s degree or relevant qualification in Accounting, Finance, Business Administration or a related field.

• Demonstrated experience in payroll and financial administration.

• Experience with accounting and payroll systems.

• Good understanding of financial controls and accounting principles.

• Strong attention to detail and accuracy.

• Good analytical, organisational and problem-solving skills.

• Ability to manage deadlines and work effectively under pressure.

• Strong communication and interpersonal skills.

• High level of integrity and ability to maintain confidentiality.

• Good knowledge of Microsoft Excel and other financial systems.

• Experience working with an international NGO or development organisation.

• Experience with donor-funded projects and financial reporting.

• Knowledge of PNG payroll, taxation and statutory requirements.

• Experience with Sage or similar accounting systems.

• Membership of a recognised professional accounting body.
